About this opportunity
The Texas Comptroller of Public Accounts (CPA) has issued Request for Offers (RFO) 304-26-0731KG for an Application Change Management (ACM) software subscription license and related services. The procurement seeks an Enterprise Subscription License model for Phire Software that will manage application changes across development, testing, and production environments within the CPA's PeopleSoft application infrastructure. The solution must accommodate unlimited named and concurrent users, support single installation servicing multiple PeopleSoft environments, and include vendor-provided maintenance, upgrades, patches, and technical support. Evaluation of proposals will be weighted as follows: 20 percent for respondent's past performance, qualifications, and experience; 50 percent for compliance with CPA technical specifications; and 30 percent for cost, applying the Best Value Standard methodology. The submission deadline for written questions is May 26, 2026 at 2:00 p.m. Central Time, with official responses released by May 29, 2026, and the offer submission deadline is June 3, 2026 at 2:00 p.m. Central Time. The initial contract term runs from July 1, 2026 through August 31, 2027, with three optional one-year renewal periods available through August 31, 2030. CPA anticipates awarding the contract to a single successful respondent and reserves the right not to award or to issue additional solicitations.
All respondents must submit a completed Veteran Heroes United in Business (VetHUB) Subcontracting Plan demonstrating good faith efforts to utilize certified HUB subcontractors, as the contract value is expected to exceed $100,000 over its life; this requirement applies to all vendors, whether prime contractors or self-performing entities with no subcontractors. Vendors proposing to subcontract portions of work must document notifications sent to at least two VetHUB-certified vendors and provide their responses as supporting evidence. The proposed solution must integrate with and be fully compatible with CPA's existing technical environment, including PeopleSoft Financials (Treasury), PeopleTools version 8.5x or higher, Windows Server 2019 or higher, Linux (RedHat/Oracle Linux), and Oracle Database, with web-based browser access required. Respondents must comply with stringent data security requirements, including FIPS 140-2 compliant encryption or AES-128 minimum standards, maintenance of CPA data within the continental United States, and provision of independent third-party information security assessments. Pricing must be submitted on a mandatory price sheet in Word, Excel, or PDF format via email, with all costs quoted on an annual basis and included in the respondent's offer; the CPA may authorize monthly payments at its discretion and will not prepay amounts. Electronic submission is required, and hand delivery and fax submissions are not accepted.
