About this opportunity
The Office of the Governor Financial Services in Texas has issued Invitation for Bid (IFB) No. 301-26-07176 for cable television services, with bids due on March 5, 2026, at 2:00 p.m. CST. This procurement seeks cable and streaming television service delivery to approximately 80 televisions located at the Governor's offices at 400 West 15th Street in Austin, Texas. The service must provide a standard deluxe cable package including local channels (ABC, CBS, Fox, NBC), cable news channels (CNN, Fox News, MSNBC), and Texas legislative channels, with delivery via wireless streaming devices (FireTV or Roku) requiring only power connections and no wired infrastructure to televisions. The contractor shall be responsible for backend service setup, account management, and subscription provisioning under a centralized billing structure supporting all approximately 80 televisions, with anticipated potential growth during the contract period not exceeding 15 percent. Required qualifications include maintenance of Workers Compensation Insurance and Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and $1,000,000 general aggregate; compliance with delinquent child support obligations, Iran and Sudan sanctions, Israel boycott prohibitions, energy company boycott restrictions, and firearm entity discrimination prohibitions; E-Verify system utilization; and OSHA standards compliance. The state reserves the right to award based on low line item bid, low total of line items, or any combination serving the state's best interests, with pricing quoted on a firm basis for 30 days from bid opening, FOB destination, freight prepaid, and excluding state sales tax and federal excise tax. Vendor support availability during weekday business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m. CST) is required, with delivery during standard business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, except state or federal holidays) unless prior approval is obtained.
No set-aside designations or disadvantaged enterprise restrictions are identified in the available solicitation documents. There is no incumbent contractor, as no current television or streaming service is presently in place at the Governor's offices. The contractor is preferred to supply a dedicated internet connection or alternative service delivery source separate from existing Office of the Governor internet bandwidth; however, the state will provide baseline network infrastructure including Wi-Fi, security, and routing. Streaming platform devices must comply with Texas DIR prohibited technology requirements and be available on major platforms including Google TV and Roku. The contract shall include standard Texas procurement terms and conditions, and the state reserves the right to terminate the contract for convenience without liability or penalty. No specific budget range or award value is provided in the available documents.
