About this file
This is an Addendum containing Questions and Answers for Invitation for Bid (IFB) No. 301-26-07176 issued by the Office of the Governor (OOG) Financial Services for Cable Television Services, Including Pay-Per-View Services. The solicitation addresses the procurement of cable and streaming television services for approximately 80 televisions located at OOG facilities. The service delivery shall utilize wireless streaming sticks (such as FireTV or Roku devices) requiring only power connections, with no coaxial cable or Ethernet wiring to televisions. The standard deluxe cable package is required, and Texas legislative channels must be included in the channel lineup. While the solicitation category includes Pay-Per-View services, OOG clarified that PPV functionality is not required or desired. The Government will procure and implement all streaming devices and televisions, while the contractor shall manage backend service setup, account management, and subscription provisioning. Central content controls allowing channel selection and content blocking across all devices are required. Support availability during weekday business hours (Monday through Friday, 8 a.m. to 5 p.m. CST) on par with commercial provider standards is preferred.
No current television or streaming service is in place, indicating no incumbent contractor. The OOG will provide network infrastructure including Wi-Fi, security, and routing; however, the contractor is preferred to supply a dedicated internet connection or alternative service delivery source separate from existing OOG internet bandwidth. The contractor shall be available to troubleshoot general service issues as needed. A centralized account and billing structure supporting all approximately 80 televisions under a single subscription is required. The Government anticipates possible increases in the number of televisions during the contract period, though growth exceeding 15 percent is not currently anticipated. Streaming platform devices must comply with Texas DIR prohibited technology requirements and be available on major platforms including Google TV and Roku.

Office of the Governor (OOG) Financial Services Bid/Offer Solicitation No. 301-26-07176 Questions with Responses
1. Which (if any) channels beyond standard deluxe package should be included in the bid?
Answer: Just the standard deluxe package.
2. Would OOG prefer the Texas legislative channels to be included in the channel lineup?
Answer: Yes, we would like the Texas legislative channels included in the lineup.
3. Would OOG consider our traditional cable box service that includes PPV services? Would a bid that does not contain PPV service be disqualified?
Answer: The category for this solicitation is “Cable Television Services, Including Pay-Per-View Services” but we do not require (or want) any PPV functionality.
4. Would it be acceptable for us to format the OOG Standard Terms and Conditions into a single column format in to make it easier to provide responses?
Answer: Yes
5. Please confirm whether television or streaming services are currently in place. If so:
· Who is the current service provider?
· Is there an incumbent contractor?
Answer: There is currently no service in place.
6. Please clarify whether the contractor will be responsible for:
· Procurement, provisioning, and lifecycle replacement of streaming devices
· TV Service account setup, management, and subscription licensing Answer: OOG will handle the procurement and implementation of streaming devices. Contractor/vendor should handle backend service setup, account management, subscription provisioning, etc.
7. Please confirm whether all televisions will be Government-furnished and compatible with supported streaming platforms, or if the contractor will be responsible for any upgrades or replacements.
Answer: OOG will provide all televisions, and procure and implement streaming devices (the TVs do not have the option to install apps).
8. The solicitation states “no wiring required to televisions (e.g. wireless streaming stick)”.In regards to “no wiring”, are you referring to legacy coaxial cable?
Answer: The only wiring to the TVs is power. No coax, Ethernet, etc. for service delivery. The TV service needs to be provided wirelessly via small streaming stick that can be located behind a wall-mounted television.
9. Please clarify whether wireless streaming sticks (e.g., FireTV, Roku) are acceptable as they typically require only a short USB cable to supply power to the device.
Answer: Yes, this is the desired service delivery method.
10. Please confirm the Government will provide and maintain the network infrastructure, including bandwidth, wireless coverage, and cybersecurity controls, and clarify whether the contractor will have any responsibility for troubleshooting connectivity issues.
Answer: The OOG will provide the network infrastructure (Wi-Fi, security, routing, etc.). We do not want to utilize bandwidth from our existing internet connection. It is preferred that the contractor/vendor provide a dedicated internet connection or other source for service delivery. The contractor/vendor should be available to help troubleshoot general service issues if/when they arise.
1. Please clarify any cybersecurity or IT requirements, including:
· Approved streaming platforms or devices
· Device hardening, mobile device management, logging, or monitoring Answer: The service/app should be available on major platforms (Google TV, Roku, etc.). The device form-factor will need to be a streaming stick that can fit behind a wall-mounted TV. The device shall not be a prohibited technology.
https://dir.texas.gov/information-security/covered-applications-and-prohibited-technologies OOG will provide the devices and management.
11. The requirement references the ability to select channels and block, hide, or PIN-protect certain content. Please clarify whether these controls are intended to be managed centrally across all devices (e.g., through a single administrative account or platform), or if content selection and restriction settings will be configured individually at each device.
Answer: Controls should be central and apply across all devices.
12. Please clarify whether the Government anticipates a centralized account structure supporting all televisions, or if each of the approximately 80 televisions should be provisioned under separate subscription accounts.
Answer: There should be one account/bill for the service to all TVs.
13. Please clarify required support hours and response times, and whether commercial provider helpdesk support is the anticipated level of service and support.
Answer: Weekday (M-F, 8am-5pm CST) support availability is preferred, on par with a commercial provider.
14. Please confirm whether the number of televisions is expected to change during the contract period.
Answer: It is possible that the number of TVs will increase. An increase of over 15% is not anticipated at this time.
