About this opportunity

Fort Bend Independent School District (FBISD) is requesting proposals for comprehensive annual inspection, testing, and maintenance services for fire protection systems across its 83 campuses and multiple administrative sites, with proposals due July 23, 2026 at 10:00 a.m. Central Time. A pre-proposal conference is scheduled for June 23, 2026, and questions are due June 29, 2026.

The scope covers annual inspections of addressable and analog fire alarm panels, sprinkler systems, standpipe systems with flow and tamper switches, and kitchen hood fire suppression systems, with systematic testing of initiating, signaling, and interlock zones in compliance with NFPA standards and Authority Having Jurisdiction requirements. All work must be performed outside instructional hours (7:30 a.m. to 4:05 p.m.) and may occur during weekends, holidays, or summer breaks. Vendors must provide detailed inspection reports documenting service calls, repairs, materials, labor, failed devices, and locations, with copies submitted to local Fire Marshal Offices and FBISD within five business days of service completion. Vendors must obtain all necessary licenses and permits at their own expense.

The contract term is three years with options for two additional one-year renewal terms, serving over 78,000 students across the district. Pricing accounts for 30 of 100 evaluation points. Other evaluation criteria are vendor reputation and track record (5 points), quality of services and qualifications (25 points), extent to which services meet district needs (25 points), past relationship with FBISD (10 points), long-term cost considerations (5 points), and acceptance of district terms and conditions (pass/fail). Award notification and Board presentation are anticipated for September 2026. Proposals must include references, proof of applicable certifications and licenses, company experience documentation, Texas Ethics Commission Form 1295, Conflict of Interest Questionnaire, Vendor Acknowledgement Form, and sample inspection reports. The District reserves the right to conduct demonstrations or interviews with shortlisted vendors and utilize a Best and Final Offer phase.
