About this opportunity
Laredo College District is issuing a Request for Proposals (RFP) to procure one new Type III ambulance and stretcher for its EMS Program. The ambulance must be a complete, turnkey unit based on a Ford E-350, E-450, or equivalent cutaway chassis with a gasoline engine, automatic transmission, and dual rear wheels. Required specifications include a fully enclosed modular patient compartment with minimum 68-inch interior headroom, pass-through cab access, ALS cabinet configuration, squad bench with seatbelts, technician chair, and LED lighting. The deliverable must incorporate a power stretcher system (such as Stryker Power-Pro 2 or Ferno X2), power loading/retention system, portable suction units, onboard oxygen systems, emergency lighting, siren systems, and custom graphics. The unit must comply with KKK-A-1822 and NFPA 1917 standards and include manufacturer warranty coverage. Proposals are due on May 7, 2026, at 10:00 a.m., with public opening at 10:15 a.m. at the Laredo College Purchasing Office, Building P-49. The ambulance must be delivered to the EMS Program at 5500 South Zapata Highway, Laredo, Texas on or before July 31, 2026. Evaluation criteria include compliance with specifications, ability to meet delivery timelines, total cost, equipment completeness, vendor reliability, vendor reputation and past relationship with the district, and whether the vendor or its parent company has principal business operations in Texas or employs at least 500 persons in the state. Proposals must include one sealed original and one electronic copy via USB drive, containing a table of contents, cover page, detailed specifications, itemized pricing, warranty details, and delivery timelines, along with required forms including RFP Form I pricing schedule, Felony Conviction Affidavit, Conflict of Interest Questionnaire, Vendor Certification, W-9, and Executive Order GA-48 Certificate.
No specific set-aside designations for disadvantaged enterprises are mentioned in the procurement documents. However, the college indicates a preference for vendors whose parent company has principal business operations in Texas or employs at least 500 persons within the state. As a non-profit educational institution, Laredo College District claims sales tax exemption on the purchase. No incumbent vendors or current contractors are listed in the RFP. The total contract value may not exceed $232,000, inclusive of all equipment, delivery, and fees, with pricing to be submitted on an FOB Destination basis. The college reserves the right to hold proposals for sixty calendar days before awarding the contract and may reject any or all proposals, interview finalists for clarification, and award to a single vendor. Interested vendors should contact Mr. Miguel A. Rangel, Director of Purchasing, at (956) 721-5126 for additional information.
