About this opportunity

Texas Tech University is requesting proposals for comprehensive HVAC maintenance, repair, replacement, testing, inspection, emergency response, and related services across its main campus, satellite campuses, and off-site locations under RFP 2026-1182, with proposals due July 8, 2026 at 2:00 PM Central Time via the TechBid platform. A mandatory Veteran Heroes United in Business (VetHUB) subcontracting commitment letter must accompany all proposals.

The scope covers 150+ buildings, 800+ HVAC units, and 1,000+ Variable Air Volume units at TTU-owned, leased, or operated facilities. Services include preventive and corrective maintenance, diagnostics and system balancing, refrigerant handling with EPA compliance, emergency and after-hours response, indoor air quality assessments, energy efficiency recommendations, and code compliance inspections. Mandatory requirements include sufficient staffing and technical expertise, all required licenses and certifications, ability to accept purchase orders, criminal background checks for all technicians, proper identification and safety compliance, and Workers' Compensation and Commercial General Liability insurance with minimum limits of $1,000,000 each.

TTU intends to award multiple master agreements with one or more proposers on an as-needed basis with no guaranteed minimum or maximum volume. The initial contract term begins upon final signature and expires four years thereafter, with potential automatic renewal for up to four additional one-year terms unless either party provides written notice of non-renewal at least 60 days prior to expiration. Contract pricing remains firm for twelve months following execution; increases thereafter do not exceed three percent annually on each anniversary date.

Proposals are evaluated on four weighted criteria: Financial Value (40%), Demonstrated Ability to Fulfill Requirements (35%), Value Added Options (15%), and Quality Assurance Plan and Control Measures (10%). Proposers must submit detailed compensation schedules with itemized material and labor costs and provide financial commitments such as signing bonuses, scholarships, or rebate percentages. TTU reserves the right to conduct negotiations, request best and final offers, or invite selected proposers for oral presentations. The evaluation period runs July–August 2026, with award recommendation anticipated in August 2026.
