Brazosport College in Lake Jackson, Texas is requesting proposals for financial advisory services related to revenue bonds and general obligation bonds, with proposals due July 1, 2026 at 2 p.m. CST.

The scope encompasses comprehensive financial advising support including debt capacity studies, refunding analyses, cash flow projections, financing option evaluations, coordination of bond counsel and underwriter selection, rating agency facilitation, disclosure preparation, regulatory advisement, and attendance at Board of Regents and planning meetings. Respondents must submit itemized fee proposals identifying advisory fees, bond issuance transaction fees, hourly rates or fixed structures, and reimbursable expenses.

The contract term is a minimum of two years with up to two additional two-year extensions without competitive solicitation, contingent on satisfactory performance. The selected financial advisor shall be available to begin services on or about September 1, 2026. The College reserves the right to negotiate fair and reasonable compensation with the highest-ranked respondent, with fees not being the primary selection factor.

Evaluation criteria are weighted as follows: firm experience and qualifications (30 points), experience with Texas public and higher education bond programs (25 points), key personnel qualifications (20 points), approach and responsiveness (15 points), references and past performance (5 points), and fee proposal (5 points). Required submission documents include proof of insurance, W-9, conflict of interest questionnaire, felony conviction notification, and non-collusive certificate.

Questions are due June 23, 2026. Proposals must be submitted electronically via Euna Solutions/Ion Wave or delivered sealed to the Purchasing Manager at 500 College Drive Room C-127. Final award recommendations require Board of Regents approval. The College reserves the right to conduct interviews, request additional information, perform reference checks, and cancel services at any point with thirty days' written notice.

Vendors must comply with Texas Government Code provisions including Israel boycott prohibitions (§2270), Iran and terrorist organization restrictions (§2252), and criminal history notification (Senate Bill 1).
