About this opportunity

The City of Lubbock, Texas is soliciting competitive bids through Invitation to Bid (ITB) 26-19421-YB for complete demolition services of a commercial structure located at 1302 Erskine. The scope of work includes removal of a primary metal and wood frame heavy commercial building comprising approximately 5,236 square feet, all accessory buildings, front and rear fencing, rubbish and debris, dead trees, and obstructing vegetation. Additional deliverables encompass utility capping and removal, clearing and leveling of grounds to proper drainage grade (excluding sidewalk removal), and transportation of all demolition debris to licensed and approved landfills or recycling facilities with disposal documentation. The contractor must obtain all required demolition permits, engage a licensed asbestos consultant for design and oversight of asbestos-containing material removal, and submit notifications to the Texas Department of State Health Services prior to commencing work. Bids must be submitted by 3:00 PM on May 5, 2026, to the City of Lubbock Director of Purchasing and Contract Management at 1314 Avenue K, 9th Floor, Lubbock, Texas 79401, with bid opening at the same location or via Zoom teleconference. Substantial completion is required within 10 consecutive calendar days from the Notice to Proceed issuance, with daily prosecution of work mandated on business days unless inclement weather or written City approval permits otherwise. Required qualifications include compliance with prevailing wage rates under Texas Government Code Chapter 2258, submission of workers' compensation coverage and general liability insurance naming the City as an additional insured, maintenance of a City-approved written safety plan prior to work commencement, and adherence to OSHA safety standards, ANSI, AWWA, ASCE, ASTM standards, and Texas Administrative Code (30 TAC) requirements.

The City of Lubbock reserves the right to reject any or all bids and extends preference to local bidders in the event of tie bids; however, no specific set-aside designations for disadvantaged enterprises or other restricted business categories are documented in the procurement materials. No incumbent vendors or current contractors are identified for this project. The estimated project budget is $75,000, which establishes the anticipated award value for the successful bidder. As a municipal demolition project in Texas, the work must comply with all applicable state and local regulations governing hazardous material removal, environmental remediation, and construction safety protocols.
