About this opportunity

The Heart of Texas Workforce Development Board, Inc., a nonprofit 501(c)(3) entity serving Falls, McLennan, Hill, Bosque, Freestone, and Limestone counties, is issuing Request for Proposals #13260201 for independent fiscal and program monitoring services. The procurement seeks qualified organizations, firms, or individuals to provide comprehensive monitoring of the Board and its subcontractors, including operators of Workforce Center Programs and Child Care Services Programs. Proposers may submit bids for combined financial and program monitoring or for either service independently. Required services include on-site and desk reviews, cost analysis, development of fiscal risk assessments and monitoring plans, single audit reviews, and consulting on fiscal and program compliance across the Board's approximately $32.4 million in annual grant funds administered through multiple federal programs including WIOA, Wagner-Peyser, Temporary Assistance for Needy Families, Child Care Services, Trade Act Services, and Supplemental Nutrition Assistance Employment and Training. A virtual bidders' conference is scheduled for May 20, 2026, at 1:00 p.m. CST, with written questions due the same day by 5:00 p.m. and answers to be released by May 27, 2026. A courtesy letter of intent to submit a proposal is requested by May 22, 2026, by 5:00 p.m., though submission is not mandatory. Proposals must be submitted electronically in PDF format by June 8, 2026, at 1:00 p.m. CST, with evaluation occurring from June 8 through June 16, 2026, and contract establishment scheduled for October 1, 2026. Proposals will be evaluated on a 100-point scale based on organizational effectiveness and experience (35 points), proposed work plan (35 points), and cost reasonableness (30 points), with a minimum score of 75 points required for responsiveness.

The contract will be structured as a fixed-price, hourly rate agreement with cost reimbursement for travel, accommodations, and consumables, and for-profit entities may include reasonable profit as determined by the Board through cost and price analysis. The initial contract term extends from October 1, 2026, through September 30, 2027, with the Board reserving the right to extend the contract up to four additional one-year periods based on performance and fund availability. All proposers must comply with federal and state requirements, including certifications regarding debarment, conflict of interest, drug-free workplace, lobbying, equal opportunity, and Texas franchise tax compliance. The Board is an equal opportunity employer and fully complies with nondiscrimination and equal opportunity provisions under WIOA Section 188, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and Title IX of the Education Amendments of 1972. Funding is contingent upon the Board's receipt and availability of funds from the Texas Workforce Commission and the U.S. Department of Labor, and the Board reserves the right to reject any or all proposals, negotiate final contract terms, and withdraw or reduce awards if the proposer misrepresents their ability to perform. All documentation and materials developed under the contract become the property of the Board and are subject to the Texas Open Records Act.
