About this opportunity

Garland Independent School District's Purchasing Department has issued a Request for Proposal (RFP) for dry and staple foods to support the district's Student Nutrition Services program. The solicitation encompasses 125 line items including canned fruits and vegetables, cereals, grains, spices, sauces, beverages, and specialty items such as fortified milk alternatives, with estimated annual quantities ranging from 20 cases of sugar substitute to 15,000 cases of bottled water. Proposals must be submitted electronically through the Oracle iSourcing module or via paper submission no later than March 26, 2026, at 10:30 a.m. CDT, with product samples required by March 25, 2026. The contract term runs from July 6, 2026, through June 30, 2027, with an estimated annual contract value of $2,500,000. All products must meet or exceed written specifications and comply with USDA requirements for school meal programs, including whole grain content, sodium limits, and nutritional standards. Bidders must submit complete proposals including nutrition facts information, signed Product Formulation Statements or CN labels, HACCP procedures, and product recall procedures. Award decisions will be evaluated based on three criteria: purchase price (40 points), quality of goods and services (30 points), and the extent to which goods meet the district's needs (30 points), for a total of 100 evaluation points.

All deliveries shall be FOB to the SNS warehouse at 701 North First Street, Garland, Texas, with orders requiring five business days' advance notice and delivery between 7:00 a.m. and 1:00 p.m., Monday through Friday, on 40-by-48-inch pallets with a maximum height of 50 inches and weight of 3,000 pounds. Vendors must comply with the Buy America Act and certify compliance with various federal and state requirements including debarment status, maintaining comprehensive HACCP and product recall procedures. Proposed prices must remain firm for 90 days from award, with any price increases thereafter subject to documentation of market changes and capped at the Consumer Price Index for Food Away From Home. The district reserves the right to award to single or multiple vendors on a line-item basis and may add products to the contract up to 10 percent of the estimated contract value if deemed advantageous. No specific set-aside designations for disadvantaged enterprises, incumbent vendors, or integration requirements with existing technology systems are mentioned in this solicitation. The estimated annual contract value is $2,500,000, with potential increases of up to 10 percent at the district's discretion.
