About this opportunity

SSC Services for Education, Owner Designated Representative for Tarleton State University, is requesting Competitive Sealed Proposals for Turner St. Paving (Project 07-25-0132) at Tarleton State University in Stephenville, Texas, with proposals due July 14, 2026 at 2:00 PM. A mandatory HUB Subcontracting Plan must be submitted; missing, incomplete, or late submission results in automatic disqualification.

The scope is general construction for street paving at 1333 W. Washington Street, Stephenville. Site investigation is the responsibility of each respondent prior to proposal submission.

Proposals must include four components: Proposal Form and Pricing Schedule, Technical Proposal, Safety/Risk Assessment/Quality Control documentation, and a HUB Subcontracting Plan. Parts 1–3 are submitted as one sealed hard copy and one digital PDF copy on flash drive; Part 4 is submitted in a separate sealed envelope with flash drive included.

Evaluation uses weighted scoring: Base Proposal Amount and Alternates (51%), Construction Time (10%), Technical Proposal (24%), Litigation and Claims (5%), Safety/Risk Assessment/Quality Control (5%), and Quality Control (5%). The entity reserves the right to reject any or all proposals and to select the proposal offering best value rather than lowest price.

Respondents must register with the Texas State Comptroller's Office, not be on vendor hold status, provide a Vendor Identification Number or application date, and submit ownership information and certifications required by Texas Family Code Chapter 231. The procurement is exempt from state and federal excise tax. Payment terms follow SSC's Uniform General and Supplementary Conditions without modification. A pre-proposal meeting is scheduled June 15, 2026 at 2:00 PM. Questions are due June 22, 2026. The addenda deadline is June 29, 2026 at 5:00 PM.
