About this opportunity
The Oregon Department of Transportation (ODOT) is soliciting Architecture and Engineering services on behalf of the City of Bend, Oregon for the Norton Ave and Larkspur Path School Connection project, with proposals due September 28, 2026. Only consultants holding existing ODOT Price Agreements for A&E Full-Service in Tiers A or B are eligible to respond — a restrictive eligibility gate that filters the competitive field to pre-qualified vendors.
The scope advances the project from Design Acceptance Package through Final Plans, Specifications, and Estimates, with optional Professional of Record and Construction Engineering Support during construction. Services encompass multi-use pathway design along Neff Road connecting Larkspur Trail to Pilot Butte Middle School and Juniper Elementary School, plus bike boulevard treatments including speed bumps, signing, and striping along NE Norton Avenue between 6th and 12th Streets. The consultant must perform project management, utilities coordination, stormwater design, roadway design, traffic engineering, erosion and sediment control, and roadside development in compliance with ODOT standards and ADA requirements. Phase I milestones are Design Acceptance Package delivery within 24 weeks of Notice to Proceed, Advance Plans within 28 weeks from DAP, Final Plans within 16 weeks from Advance Plans, and PS&E within 8 weeks from Final Plans. The estimated construction budget is $3.4 million. Compensation will be provided on a Time and Materials basis up to a maximum not-to-exceed amount under the existing Price Agreement framework. The project is federally funded through the Federal Highway Administration Local funding source. The DBE participation goal is 0%, as the interim final rule issued by the U.S. Department of Transportation on October 3, 2025 suspended DBE requirements for federally funded projects pending reevaluation of certified firm eligibility. A proposer's offer remains firm for not less than 180 days following bid opening. The selected consultant must provide an Oregon Registered Professional Engineer in active status. Questions are due five calendar days prior to the bid opening date. The project is anticipated to start in October 2026, with design completion expected by June 2028.
