About this opportunity
Palm Beach County's Capital Improvements Division is issuing an Invitation for Quote/Bid (IFQ/B) for the Northeast Health-Building Automation System Upgrade (RE-BID), Project Number 2021-047606-R1, a re-competited low voltage construction contract. The project involves upgrading the Building Automation System (BAS) at the Northeast Health Department facility located at 825 Avenue P., Riviera Beach, Florida. The scope of work includes connecting HVAC controls to Palm Beach County's existing ALC Platform, replacing existing Trane controllers with BACnet ALC controllers, upgrading approximately 23 Variable Air Volume (VAV) units and 15 fan-powered boxes, replacing chiller and chiller pump controllers, and providing Operation & Maintenance manuals and thermographic floor plans. Contractors must be qualified under Palm Beach County's Annual Contract for Low Voltage work, with Qualification Applications required at least 10 calendar days before the May 18, 2023 bid due date. The mandatory pre-bid meeting is scheduled for April 26, 2023, at 10:00 a.m. at the project site, with an alternative option for those who attended the January 26, 2023 meeting. Sealed bids are due by 2:00 p.m. on May 18, 2023, at the Palm Beach County Facilities Development and Operations Department, Capital Improvements Division, located at 2633 Vista Parkway, West Palm Beach, with public opening of bids occurring that same day at 2:00 p.m. The successful contractor must substantially complete work within 250 calendar days from notice to proceed, with daily work hours limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, and must provide a 12-month warranty on all equipment, materials, and labor from substantial completion.
The procurement is subject to two Affirmative Procurement Initiatives (APIs): an SBE Sheltered Market for work orders of $100,000 and below (restricted to certified Small Business Enterprises) and an SBE Price Preference for single-trade construction (allowing certified SBEs within 10 percent of the lowest non-SBE bid to be awarded the contract). All bidders must submit completed EBO Schedules 1 and 2 documenting proposed subcontractors and small/minority/women business enterprise participation and must comply with Palm Beach County's Commercial Nondiscrimination Policy as set forth in Resolution 2017-1770. Bid security and a Public Construction Bond are required for bids of $200,000 or more, with bid security set at a minimum of five percent of the bid price and the Public Construction Bond at 100 percent of the contract value. Liquidated damages are assessed at $120 per day for failure to achieve substantial completion within the specified timeline. All badged employees must obtain Critical Facilities Background Checks prior to commencing work. The successful bidder must execute the Work Order and provide required insurance certificates and bonding documentation within 14 days of award notification, or face potential rejection, bid security forfeiture, contract termination, and suspension or debarment from future projects for two years.
