About this opportunity

The City of Sterling Heights, Michigan is requesting proposals for engineering, planning, environmental, and community engagement services for two distinct grant-funded infrastructure projects—North Van Dyke Avenue Stormwater and Resilience Planning (CDBG-DR, not-to-exceed $408,500) and North Van Dyke Avenue Corridor Improvement Project (BUILD, not-to-exceed $2,210,640)—with proposals due October 13, 2026 by 2:30 p.m. through the MITN system. The City reserves the right to proceed with one or both projects.

The CDBG-DR project scope includes site-specific stormwater and resilience planning at five priority locations, encompassing topographic surveying, geotechnical investigations, hydraulic analysis, public engagement, alternative site concepts, preliminary design concepts, permitting feasibility evaluation, and FEMA benefit-cost analysis. The BUILD project comprises final design and bid-ready construction documents for roadway reconfiguration, reconstruction, and multimodal improvements along North Van Dyke Avenue, Utica Road, and Riverland Drive, including traffic analysis, environmental review, utility coordination, and public engagement. The consultant must be an Equal Opportunity Employer and agree to utilize DBE/WBE firms for subcontracted services on MDOT projects, consistent with federal Davis-Bacon and Copeland Anti-Kickback Act compliance.

Proposals are evaluated on a 100-point scale: Qualifications/Experience (25 points), Capacity/Availability (25 points), Wow Factors (25 points), and Fee Schedule (25 points). The top three qualified firms will participate in oral interviews during the week of November 9, 2026 before sealed fee proposals are opened. Submissions must include two separate PDF documents—a written proposal with Qualification Questionnaire, References Form, Hold Harmless and Indemnity Form, and Non-Iran Linked Business Certification Form, and a separate Confidential Cost Proposal itemizing costs by project. City Council award is anticipated November 17, 2026. All proposal prices must remain firm for 90 days from proposal opening through final invoice.
