The concession package encompasses seven distinct food service concepts, including a burger restaurant, ethnic cuisine restaurant, Mediterranean restaurant, chicken restaurant, food hall seating/queuing area, and two gourmet markets with bars. Key objectives include providing innovative, modern dining experiences that exceed traveler expectations and position the airport as a memorable destination. The Aviation Authority will evaluate proposals based on multiple criteria, including customer service, demonstrated experience, concept quality, menu variety, pricing, and financial return. Critical procurement dates include a non-mandatory pre-proposal meeting on February 7, 2025, a deadline to submit questions on March 12, 2025, and a proposal submission deadline of April 25, 2025.
The Aviation Authority has established an Airport Concession Disadvantaged Business Enterprise (ACDBE) participation goal of 25.0 percent for this opportunity, requiring proposers to demonstrate commitment to diverse business participation. Initial investment requirements are substantial, with mandated capital expenditures of $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail spaces. The minimum annual concession fee is set at $3,270,000, with proposers required to pay a percentage fee of at least 13% for food and non-alcoholic beverages. Proposers must adhere to strict sustainability requirements, including compostable packaging, dietary-inclusive menu options, and restrictions on single-use serviceware. The contract will include financial terms involving minimum annual concession fees, percentage of gross receipts, and additional obligations such as utility fees and marketing fees. Successful proposers will be expected to provide high-quality, locally or nationally recognized brands that can deliver innovative dining experiences, with the Aviation Authority reserving the right to select the most qualified vendor based on comprehensive evaluation criteria.
