About this opportunity
The Town of Chapel Hill, North Carolina is requesting bids for stormwater culvert removal and replacement on North Street under RFB #P27-07, with sealed bids due September 18, 2026 at 2:00 p.m. and a mandatory pre-bid conference on August 26, 2026 at 10:00 a.m. Attendance at the pre-bid conference and site visit is required for bid consideration.
The scope involves removing a variable-size and variable-shape stormwater culvert at and around 116 North Street and replacing it with 36-inch circular reinforced concrete pipes. A portion of the existing sewer believed to lay underneath a residential structure will be grouted and abandoned in place. Sanitary sewer and waterline adjustments within the North Street right-of-way are required to facilitate storm sewer network replacement between the Rosemary Parking Deck and the surface outfall to Mill Race Branch. Unit prices are requested for remove-and-replace work measured per cubic yard: unsatisfactory soil, trench rock excavation, and mass rock excavation.
Project completion is required within 120 days after Notice to Proceed. Contract execution is anticipated for October 23, 2026. Bidders must submit a state contractor license number with the bid envelope and provide a bid bond or cash deposit equal to five percent of the proposal amount. The awarded contractor must furnish performance and payment bonds in the full contract amount and maintain Commercial General Liability and Business Automobile insurance of $1 million per occurrence, plus Workers' Compensation coverage of $100,000 for employer's liability and bodily injury by disease per employee with a $500,000 disease policy limit; the Town is named as additional insured. All bid prices must include applicable sales taxes. Liquidated damages are $500 per calendar day for failure to substantially complete within the specified timeframe. Requests for interpretations are due in writing to Project Manager Rob Gehris by September 3, 2026, with responses distributed via addendum on September 10, 2026. The project uses no federal or state funding. The Town reserves the right to reject any and all bids.
