About this opportunity
The City of Palm Bay, Florida is requesting bids for mechanical integrity testing of the North Regional Wastewater Treatment Plant Class I Deep Injection Well (IW-1), with bids due August 25, 2026 and a regulatory deadline of October 25, 2026. The contractor must be licensed by a Florida Water Management District as a water well contractor—the primary eligibility filter.
The scope includes video logging of the well casing, background geophysical logging (temperature, casing collar locator, caliper, gamma ray), radioactive tracer survey using Iodine-131, well cleaning if necessary, and a pressure test of the 20-inch steel injection casing at 131.5 psi for 60 minutes. Geophysical logging personnel must have a minimum of 10 years of experience or equivalent professional credentials. All pressure gauges and flow meters must be calibrated within six months prior to testing, with certified calibration data submitted before work commences. The contractor must provide at least 7 days' notice before testing begins and obtain all necessary permits within 10 days of contract execution.
A critical operational constraint limits the NRWWTP to a single 20-hour shutdown due to limited effluent storage capacity, requiring all testing activities to be sequenced to return the well to service at day's end except for the final pressure test phase. The contractor must coordinate with City personnel, the Engineer (Tetra Tech), and Florida Department of Environmental Protection representatives.
Compensation is lump-sum across seven line items: Mobilization/Demobilization (not to exceed 15 percent of total base bid), General Requirements, Video Logging, Well Cleaning with Additional Video Log, Background Geophysical Logging, Radioactive Tracer Survey, and Casing Pressure Test. The contract term is one year with options for four additional one-year periods upon mutual agreement. Bid prices remain firm for the first twelve months; annual price adjustments in years two through five are limited to the Consumer Price Index rate and subject to City approval. Liquidated damages are assessed at $500 per calendar day for delays beyond October 25, 2026. The contractor must furnish performance and payment bonds and maintain commercial general liability insurance with combined single minimum limits of $1 million per occurrence and $2 million general aggregate. Bidders must submit a minimum of three references demonstrating comparable mechanical integrity testing experience. When tie bids occur, preference is first given to Drug-Free Workplace certification holders, then to local vendors within Palm Bay or Brevard County. Bids remain irrevocable for 90 days following opening. Non-Collusion and Human Trafficking Affidavits and compliance with E-Verify and Scrutinized Companies List requirements are mandatory.
