About this opportunity
North Lebanon Township, located in Lebanon County, Pennsylvania, is soliciting separate sealed proposals via the PennBid electronic bidding platform for three distinct contracts with a submission deadline of 10:00 a.m. on Thursday, March 12, 2026. The primary procurement involves the 2026 Paving Projects contract, which encompasses profile milling, placement of scratch and wearing courses, and reapplication of pavement markings on Heffelfinger Road and Morrissey Drive. The Heffelfinger Road project requires 1,410 tons of wearing course asphalt, 940 tons of scratch course asphalt, 1,867 tons of profile milling, and 11,200 linear feet each of 4-inch white and yellow pavement markings, while the Morrissey Drive project involves 322 tons of wearing course asphalt, 215 tons of scratch course asphalt, and 2,600 linear feet each of 4-inch white and yellow pavement markings. The secondary procurement is the 2026 Oil & Chip Projects contract, covering bituminous seal coat application on Emma Road and Halfway Drive with reapplication of pavement markings, which is classified as maintenance work and does not require prevailing wage compliance. The tertiary procurement is the 2026 Fuel Contract for procurement of approximately 11,000 gallons of 15 PPM Ultra-Low Sulfur Highway Diesel and 2,000 gallons of 87 Octane Unleaded Gasoline to be delivered to the Township Building. Paving and Oil & Chip bidders must be PennDOT prequalified for their respective work categories, and all proposals must be accompanied by bid security equal to ten percent of the bid total in the form of a bank cashier's check or bid bond. Work on the paving projects must commence on or after June 8, 2026, and be completed by August 28, 2026, with liquidated damages of $500 per calendar day assessed for delays beyond the completion date. Potential bidders may schedule site visits by contacting Township Public Works Director Jared Balsbaugh at (717) 273-7132 or jbalsbaugh@northlebanontwppa.gov, and bidding documents are available at no cost on the PennBid platform.
The procurement imposes specific compliance requirements on all bidders, including submission of Anti-Collusion Affidavits, Affidavits RE Accepting Provisions of the Workmen's Compensation Act, Act 127 Verification Forms, and PSATS CDL Statements of Compliance. The Paving Projects contract is subject to prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry, with minimum salaries and wages as specified in the contract documents. Successful bidders must execute performance and payment bonds each equal to at least the contract price and provide evidence of insurance with General Aggregate coverage of $2,000,000, Products-Completed Operations Aggregate coverage of $2,000,000, and Each Occurrence coverage of $1,000,000, along with property insurance on the work at full replacement cost with a $1,000 deductible. The contract documents reference PennDOT Specifications Publication 408/2020, Change 6, and Publication 72M, and compliance with Pennsylvania prevailing wage requirements, environmental protection regulations, underground utility protection laws, erosion control requirements, and the Steel Products Procurement Act is mandatory. North Lebanon Township has elected to include an escalator clause for bituminous material adjustments based on asphalt cement pricing fluctuations with no minimum adjustment threshold. No incumbent vendors or current contractors are identified in the procurement documentation, and specific budget amounts are not disclosed; however, the substantial scope of work involving multiple road segments and fuel procurement indicates significant contract values.
