The 2026 Paving Projects contract encompasses profile milling, placement of scratch and wearing courses, and reapplication of pavement markings along Heffelfinger Road and Morrissey Drive in North Lebanon Township. The Heffelfinger Road project includes 1,410 tons of wearing course asphalt, 940 tons of scratch course asphalt, 1,867 tons of profile milling, and 11,200 linear feet each of 4-inch white and yellow pavement markings. The Morrissey Drive project includes 322 tons of wearing course asphalt, 215 tons of scratch course asphalt, and 2,600 linear feet each of 4-inch white and yellow pavement markings. Work must begin only after June 8, 2026, and must be completed by August 28, 2026, with liquidated damages of $500 per calendar day assessed for delays beyond that date. The Oil & Chip Projects contract covers bituminous seal coat application on Emma Road and Halfway Drive with reapplication of pavement markings and does not require prevailing wage compliance. The Fuel Contract involves procurement of approximately 11,000 gallons of 15 PPM Ultra-Low Sulfur Highway Diesel and 2,000 gallons of 87 Octane Unleaded Gasoline for delivery to the Township Building. Bidders for the Paving and Oil & Chip contracts must be PennDOT prequalified. No pre-bid conference is scheduled; potential bidders may schedule site visits by contacting Township Public Works Director Jared Balsbaugh at (717) 273-7132 or jbalsbaugh@northlebanontwppa.gov.

Each proposal must be accompanied by bid security in the form of a bank cashier's check or bid bond equal to ten percent of the bid total. All bidders must submit required documentation including Anti-Collusion Affidavits, Affidavits RE Accepting Provisions of the Workmen's Compensation Act, Act 127 Verification Forms, and PSATS CDL Statements of Compliance. For the Paving Projects, prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry apply, with minimum salaries and wages as specified in the contract documents. Successful bidders must execute performance and payment bonds, each in an amount at least equal to the contract price, and provide evidence of insurance with limits including General Aggregate of $2,000,000, Products-Completed Operations Aggregate of $2,000,000, and Each Occurrence coverage of $1,000,000. The contractor must purchase and maintain property insurance on the work at the site in the amount of full replacement cost with a $1,000 deductible. Bid security will be retained for the successful bidder until execution of the contract documents and furnishing of required contract security; bid security of other bidders believed to have a reasonable chance of award will be retained until the earlier of seven days after the Effective Date of the Agreement or 61 days after bid opening. The contract documents reference PennDOT Specifications Publication 408/2020, Change 6, and Publication 72M, and compliance with Pennsylvania prevailing wage requirements, environmental protection regulations, underground utility protection laws, erosion control requirements, and the Steel Products Procurement Act is mandatory. The North Lebanon Township Board of Supervisors has elected to include an escalator clause for bituminous material adjustments based on asphalt cement pricing fluctuations with no minimum adjustment threshold.

North Lebanon Township 00200 – 7 2026 Paving Projects

19.06 If the Contract is to be awarded, Owner will award the Contract to the Bidder whose Bid is in the best interests of the Owner.

Neither Owner nor Engineer profess any knowledge or expertise relative to the applicability of State sales tax on purchases associated with this contract.
