About this opportunity
Palm Beach County's Board of County Commissioners, through its Department of Environmental Resources Management, is soliciting sealed bids under an amended Invitation for Bid for construction of a beach berm and dune on the North County Comprehensive Shore Protection Project Segments II & III (Federalized), with bids due November 18, 2026 at 2:00 P.M. local time. Palm Beach County's local preference, Glades local preference, apprentice incentive, Glades resident incentive, and small business development ordinances do not apply because the project is federally funded. All bidders and identified subcontractors must hold Florida certifications and licenses, or any certifications required by the State or the County, at bid submission.
The project requires approximately 980,000 cubic yards of beach-compatible sand dredged from an offshore borrow area 3.5 to 6.5 miles northeast of the project limits, hydraulically screened to remove oversized rock and shell. The County intends to award to one contractor. Bids require a bid bond of 5 percent of the bid price on County-provided forms. The awardee must furnish a construction payment and performance bond equal to 100 percent of the total contract price within fourteen days of notice of intent to award.
FEMA funds the project, and amended grant terms and conditions apply. Vendors on the convicted vendor list under Florida Statute 287.133(2)(a) are barred from bidding or performing work for 36 months from placement. The County reserves the right to waive bid irregularities and reject any or all bids, and late bids will be rejected.
Contract documents are available from the PBC Vendor Self-Service website. A non-mandatory pre-bid meeting takes place November 5, 2026 at 10:00 A.M., virtually and in person, followed by a non-mandatory site visit at 1:30 P.M. Prospective bidders must pre-register for the site visit by 5:00 P.M. on October 30, 2026. Sealed bids are delivered to the Department of Environmental Resources Management, Vista Center, 2300 Jog Road, 4th Floor, West Palm Beach, Florida 33411.
