About this opportunity
The North Carolina Department of Public Safety – NC National Guard Construction Facilities Management Office is requesting proposals for design and construction administration services for the RTSM 2 Classroom Replacement project at Fort Bragg, with submissions due September 15, 2026 at 4:00 p.m. The A/E firm must be properly licensed to practice architecture, engineering, or landscape architecture in North Carolina.
The scope encompasses design of a new permanent 3,550 square foot facility to replace an existing modular classroom, including four classrooms, gender-segregated ADA-compliant latrines, staff breakroom, janitorial closet, administrative office, and climate-controlled IT closet. Civil and site drawings must address outdoor improvements: rinsing stations, perimeter security fencing, site grading with gravel surfacing, and an outdoor break area pavilion. The selected firm will deliver a complete 100% design-bid-build package and provide comprehensive Construction Administration services during construction, including submittal reviews, RFI responses, on-site quality inspections, and final commissioning.
The total project budget is $1.353 million with 100% state funding. Initial design funds are fully funded through Construction Documents; Bidding, Construction Administration, and Closeout phases are budgeted from the 2025–2027 Biennium contingent upon receipt of state appropriations. Place of performance is Fort Bragg, Cumberland County, North Carolina.
Design standards shall follow NC State Construction Manual, Army Regulation 420-1, applicable NGR standards, ARNG Design Guide 415-5, and Unified Facilities Criteria standards including DoD Building Code and Installation Master Planning guidelines. Selection criteria include specialized expertise in similar projects, past performance, adequate staffing and consultant team capabilities, current workload, proposed design approach, experience with project costs and schedules, construction administration capabilities, familiarity with the Fort Bragg area, and record of successfully completed projects. Submissions consist of one Letter of Interest (not exceeding ten single-sided or five double-sided pages) and current Standard Form 254. Contact Spencer N. Colburn at (984) 664-7711 or spencer.n.colburn.nfg@army.mil with questions.
