About this opportunity

The North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation is requesting design services for sand relocation at Jockey's Ridge State Park in Dare County, with Letters of Interest and SF 254 forms due November 10, 2026 at 4:00 p.m. Proposing firms must hold current professional licensure in North Carolina — architecture, engineering, or landscape architecture as verified through the NC Board of Architecture, NC Board of Examiners for Engineers & Surveyors, or NC Board of Landscape Architects — a mandatory qualification filter.

The scope involves design services to relocate approximately 140,000 cubic yards of accumulated sand from the park boundary encroachment area near West Sound side Road and US 158 to an approved receiving area within the park. The design must evaluate two alternative placement scenarios to determine a financially and environmentally acceptable location and assess potential solutions to reduce windblown sand migration onto adjacent public housing property, considering effectiveness, environmental impacts, cost, and long-term maintenance requirements. The design services must also include construction administration capabilities.

The total project budget is $2.052 million, funded through the Parks and Recreation Trust Fund (PARTF) under approved OC-25 #202748903442. The State Building Commission selection criteria emphasize specialized expertise in similar projects, past performance, adequate staffing, current workload, proposed design approach, experience with project costs and schedules, construction administration capabilities, proximity to and familiarity with the project location, and record of successfully completed projects.

Submissions must include three copies of a Letter of Interest (not to exceed ten single-sided or five double-sided pages) and SF 254, formatted as 8-1/2" x 11" pages stapled in the upper left-hand corner, with no notebooks, binders, tabs, or clips. Electronic submissions are not accepted. Mail to NC Division of Parks and Recreation, Attn: David Lewis, 1615 Mail Service Center, Raleigh, NC 27699-1615, or deliver via FedEx/UPS to the Nature Research Center, 121 West Jones Street, Raleigh, NC 27603.
