About this file
This is an Engineering Scope of Work document issued by the North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation for design services at Jockey's Ridge State Park in Dare County. The project scope involves relocating approximately 140,000 cubic yards of accumulated sand from the park boundary encroachment area near West Sound side Road and US 158 to an approved receiving area within the park. The design services must evaluate two alternative placement scenarios to determine a financially and environmentally acceptable location, and assess potential solutions to reduce windblown sand migration onto adjacent public housing property, considering effectiveness, environmental impacts, cost, and long-term maintenance requirements. Proposing firms must submit three copies of a Letter of Interest and Standard Form 254 (SF 254) by the closing date of Tuesday, November 10, 2026 at 4:00 PM. Submissions should be mailed to the NC Division of Parks and Recreation, Attn: David Lewis, 1615 Mail Service Center, Raleigh, NC 27699-1615, or delivered via FedEx/UPS to the Nature Research Center, 121 West Jones Street, Raleigh, NC 27603.
The total project budget is $2,052,000, funded through the Parks and Recreation Trust Fund (PARTF) under approved OC-25 #202748903442. Proposing firms must be properly licensed to practice architecture, engineering, or landscape architecture in North Carolina as verified through the NC Board of Architecture, NC Board of Examiners for Engineers & Surveyors, or NC Board of Landscape Architects. The State Building Commission selection criteria emphasize specialized expertise in similar projects, past performance, adequate staffing, current workload, proposed design approach, experience with project costs and schedules, construction administration capabilities, proximity to and familiarity with the project location, and record of successfully completed projects. The Letter of Interest should not exceed ten single-sided pages or five double-sided pages plus the SF 254, formatted as 8-1/2" x 11" pages stapled in the upper left-hand corner, with no notebooks, binders, tabs, or clips. Electronic submissions via email or fax will not be accepted.
