About this opportunity
Kitsap County Reclamation District is requesting bids on the North Branch Pump Lateral Lining Project (MP 0.6 to MP 5.6), a water conservation and operational improvement construction project, with bids due September 18, 2026.
The scope encompasses concrete lining of approximately 3,101 linear feet of canal (Station 34+74 to Station 65+75), three irrigation turnout headwall outlets with weir boxes, two check structures, concrete transitions, undershot cleanup, an access road (3,100 linear feet), site restoration seeding (3,100 linear feet), wire fencing (3,200 linear feet), two wire stretch gates, and two cattle guards. The bid schedule includes lump sum items for mobilization (maximum 5%), demobilization (maximum 3%), permit documentation, contractor administration, record maintenance, site preparation and staging, and erosion control plan implementation. All bid prices must include applicable sales and use taxes; the district has no tax exemptions. Site access is limited to the end of 4th Parallel Road via the KRD O&M road; access through the Wippel Pump Lateral Pipe area is prohibited.
The anticipated bonding capacity based on preliminary engineer's opinion of cost is $1,500,000 to $2,500,000. Construction is anticipated to begin in Fall 2026 during the annual canal outage, with substantial completion required per contract specifications and final completion 30 calendar days thereafter. Bidders must demonstrate familiarity with the site, comply with the Buy American Act, and submit bid security in the form of a bid bond along with a statement of qualifications and list of proposed subcontractors. Addendum No. 1, posted September 10, 2026, addresses ten pre-bid questions and incorporates updated drawings (C-101, C-103, C-521, C-522) adding permanent and temporary cattle guard installations. The bid documents are available as 33-NBC-1007_Bid Documents.pdf (11MB).
