About this file
This is Addendum No. 1 to the bidding documents for the North Branch Pump Lateral Lining Project (Project No. 33-NBC-1007) issued by the Kittitas Reclamation District in Washington State. The project involves concrete lining, canal improvements, access road construction, fencing, and restoration work along the North Branch Canal from Milepost 0.6 to Milepost 5.6 (approximately 3,100 linear feet from Station 34+74 to Station 65+75). Bid items include canal lining sections, irrigation turnout installations with headwall outlets and weir boxes, check structures, access road construction, wire fencing, cattle guards, and site restoration seeding. The addendum addresses ten pre-bid questions and incorporates updated drawings (C-101, C-103, C-521, and C-522) that add permanent and temporary cattle guard installations at the beginning and end of the project reach. The anticipated bonding capacity for the 2026-27 reach is $1,500,000 to $2,500,000 based on preliminary engineer's opinion of cost. Construction is anticipated to begin in Fall 2026 during the annual canal outage, with substantial completion required in accordance with contract specifications and final completion 30 calendar days thereafter. Site access is limited to the end of 4th Parallel Road via the KRD O&M road, with access through the Wippel Pump Lateral Pipe area prohibited.
The bid schedule includes lump sum items for mobilization (5% maximum), demobilization (3% maximum), permit documentation, contractor administration, record document maintenance, site preparation including access improvements and staging area development, and erosion control plan implementation. Canal lining is priced at approximately 3,101 linear feet, with separate items for concrete transitions, three irrigation turnout headwall outlets, one weir box turnout, two check structures, and undershot cleanup. Fencing and restoration work includes 3,100 linear feet of access road, 3,100 linear feet of site restoration seeding, 3,200 linear feet of wire fence, two wire stretch gates, and two cattle guards. All bid prices must include applicable sales and use taxes, as the District has no tax exemptions. The bidder acknowledgements confirm receipt of Addendum No. 1 and require evidence of site visit familiarity, compliance with the Buy American Act, and submission of bid security in the form of a bid bond along with a statement of qualifications and list of proposed subcontractors.

North Branch Canal Improvements (Milepost 0.6 to Milepost 5.6) Project No. 33-NBC-1007 2026-27 Reach
Addendum No. 1
ADDENDUM NO. 1
The following general questions have been received, and the responses are as follows:
Q1. Is there an Engineer’s Opinion of Cost available prior to bid opening?
The anticipated bonding capacity for the 2026-27 Reach (Milepost 0.6 to Milepost 1.2) is at $1,500,000 to $2,500,000 as provided in Paragraph 1.01.G of Section 00 20 00 – Instruction to Bidders is based on the preliminary pre-bid Engineer’s Opinion of Cost.
Q2. Is it acceptable to use shotcrete for the concrete lining rather than pouring it?
Shotcrete concrete placement methods would be considered subject to surface finish requirements common to all methods (Paragraph 3.04 of Section 03 30 00) and construction tolerances equivalent “Slip Formed Concrete Surfaces” (Paragraph 1.07.B of Section 03 30 00).
Q3. The plans call out saw cut joints, but would tooling a compound joint into the concrete be acceptable?
Yes, tooled concrete joints would be an acceptable variance for use in place of saw-cutting of control joints.
Q4. What are the anticipated access routes for the site?
Access to the site is anticipated to be from the end of 4th Parallel Road at the KRD O&M road (approximately 700 ft south of the project site). Given steep grades, narrow road widths, and sharp turns; access via the KRD O&M road paralleling the Wippel Pump Lateral Pipe (Milepost 0.0 to Milepost 0.6) will not be allowed.
Q5. There doesn’t appear to be a separate line item for imported fill, is fill anticipated for the canal lining installation?
The cost for anticipated fill import should be included as part of the “. . . materials, equipment, and labor necessary to prepare the subgrade, place the geomembrane liner, and place and finish the concrete liner . . .” described under bid line items 210.0 and 310.0.
Q6. Is it anticipated that surplus excavated soils unsuitable for subgrade preparation and backfill can be spoiled on-site?
Yes, it is anticipated that excess excavated soils can be disposed of on-site through regrading and widening of the shoulder O&M road within the KRD right-of-way.
Q7. Will the existing turnout gates in the canal be salvaged by the contractor?
No, KRD will salvage the existing gates prior to construction. Proposed turnout gates will be new.
Q8. Should existing turnout connections be replaced?
North Branch Canal Improvements (Milepost 0.6 to Milepost 5.6) Project No. 33-NBC-1007 2026-27 Reach
Addendum No. 1
The contractor is responsible for reconnecting the proposed turnout in kind to the ex.
downstream connection within the ROW.
Q9. Should the existing concrete structure at the beginning of the reach be replaced?
The existing concrete structure shall be protected in place, and the proposed canal lining will begin at the face of the wing walls.
Q10. Who participated in the pre-bid job walk?
The list of attendees at the pre-bid conference and site walk is Attachment 1 to this addendum.
The following attached changes are incorporated into requirements for the Project No. 33-NBC- 1007 Contract Documents by this Addendum:
Attachment 1: Pre-Bid Meeting Attendance Sheet
Attachment 2: Drawings C-101, C-103, C-521, and C-522
• Updated to include a permanent cattle guard at the beginning of the project (Approx.
Sta. 34+65), and a temporary cattle guard at the end of the base reach (Approx. sta.
65+75).
Attachment 3: Updated Section 00 41 00- Bid Forms to add cattle guards to the bid schedule (item 350.0).
