About this opportunity

Charles County Public Schools (CCPS) is seeking sealed proposals for a comprehensive Non-Violent Crisis Intervention Program designed to train crisis intervention staff in advanced behavioral management techniques. The procurement targets experienced vendors capable of providing a robust training program focused on verbal de-escalation, conflict management, physical intervention, and post-crisis debriefing strategies. The selected contractor must demonstrate expertise in train-the-trainer professional development and possess the ability to certify trainers in a non-violent crisis intervention methodology. The program's primary objective is to equip educators and human service professionals with skills to safely manage and de-escalate disruptive and aggressive student behaviors during intense confrontational moments. The solicitation was posted on September 9, 2025, with proposal submissions due by October 14, 2025, providing potential offerors approximately five weeks to prepare and submit their comprehensive proposals. Qualified vendors must demonstrate extensive experience in designing behavioral intervention programs specifically tailored to educational environments and possess proven methodologies for training staff in crisis management techniques.

While specific set-aside designations are not explicitly mentioned in the procurement documentation, the opportunity appears open to qualified vendors with specialized expertise in crisis intervention training. The solicitation does not indicate preferences for disadvantaged business enterprises or specific organizational structures. No information is provided about incumbent vendors or existing technological infrastructure that might require integration with the proposed program. The request does not specify a precise budget range or potential contract value, which suggests that pricing and cost proposals will be evaluated as part of the comprehensive selection process. Potential respondents should prepare detailed proposals that comprehensively outline their training methodologies, instructor qualifications, program curriculum, certification processes, and potential implementation strategies for Charles County Public Schools' specific educational context.
