About this opportunity

Pinellas County is seeking a contractor for non-native plant removal at the Lealman Neighborhood Park through Solicitation #25-0406-ITB, specifically targeting a 0.36-acre wetland out-parcel for comprehensive vegetation management. The project requires complete removal of non-native vegetation, including punk trees, Brazilian pepper, and Senegal date palm, with strict environmental constraints mandating no equipment within the project footprint and no digging permitted. Contractors must cut vegetation, chemically treat stumps to prevent regrowth, and remove all plant materials daily to a legal disposal site, with the entire project requiring completion within 14 days of the pre-commencement meeting. The solicitation was issued on March 13, 2025, with contractor questions due by March 19, 2025, and proposals due electronically via OpenGov by March 27, 2025 at 3:00 pm. Evaluation will focus on selecting the lowest responsive, responsible bidder, with pricing structured as a single line item covering removal, disposal, and treatment of non-native vegetation.

The contract appears to have no specific set-aside designations for disadvantaged enterprises, but contractors must meet several compliance requirements, including registration with the Florida Division of Corporations and adherence to E-Verify, ADA, and public records laws. Contractors must provide proof of workers' compensation, commercial general liability, and business automobile liability insurance, with Pinellas County named as an additional insured. Unique compliance documents required include a Common Carrier Attestation affirming no transportation of unauthorized aliens, a Foreign Countries of Concern Affidavit certifying no ownership or control by designated countries, and a Human Trafficking Affidavit confirming ethical labor practices. The project also requires strict adherence to Pinellas County Standard Detail 1111 for tree protection and will involve working in a sensitive residential neighborhood with mandatory traffic control. While no specific budget range is explicitly stated, the project's specialized environmental constraints and precise removal requirements suggest a focused, technical scope of work.
