About this opportunity

The Orlando Utilities Commission is soliciting proposals for non-destructive examination (NDE) services under RFP 26 PR9240, with the most recent proposal deadline of May 27, 2026 at 2:00 PM EST per Addendum 3. A Notice of Intent to Award was issued on June 23, 2026 naming four selected firms: Acuren Inspection, Inc.; Applied Technical Services (ATS); Mistras Group, Inc.; and Team Industrial Services, though contract execution remains pending.

The scope encompasses radiographic testing (Schedule 80 coupons and portable darkroom work using Iridium-192, X-ray, and Cobalt-60 sources), liquid penetrant inspection, magnetic particle inspection, visual weld inspection, ultrasonic inspection, eddy current inspection, metallurgical examination, infrared inspection, and phased array inspection at two facility locations: Stanton Energy Center and Indian River Plant. All NDE personnel must hold ASNT Level II certifications (Level III for consulting services). Vendors must comply with ASME Section V standards and complete OUC's Stanton Energy Center supplier orientation training. Bidders must demonstrate a minimum of five years of experience performing similar work and proper Florida licensure. Proposals must include evidence of three completed projects of equal or greater complexity within the past five years, quality assurance and safety program documentation, and three project references.

The contract term is three years with one optional two-year renewal period. Pricing must remain firm throughout the three-year term with potential increases considered only upon renewal option exercise. Bidders must submit hourly rates for Level I, Level II, and Level III technicians, including separate regular, overtime, and holiday rates with all overhead, travel, equipment, and report delivery costs included in the hourly rates. Normal and emergency response times must be specified for both locations, with emergency response required within 24 hours. The contract is non-exclusive. Questions and comments were due May 5, 2026.
