About this file
This document is Addendum #4 to Request for Proposal 26 PR9240 issued by the Orlando Utilities Commission (OUC), a Florida utility agency, dated March 22, 2026. The RFP solicits proposals from qualified vendors to provide non-destructive examination (NDE) services. The scope encompasses multiple NDE methods including radiographic testing on Schedule 80 coupons (2-inch and 6-inch), radiographic examination with two-person crews using Iridium-192 or X-ray sources and Cobalt-60 sources with portable darkrooms, liquid penetrant inspection using color contrast or fluorescent methods, magnetic particle inspection, visual weld inspection by certified welding inspectors, ultrasonic inspection, eddy current inspection, metallurgical examination, infrared inspection, and phased array inspection. Specific requirements include ASNT Level II and Level III certifications for various methods. The proposal submission deadline is May 27, 2026 at 2:00 PM EST, with late responses not accepted. Vendors must acknowledge receipt of all addenda in their proposals or risk non-responsive designation.
Pricing shall be submitted on Attachment B using hourly rate templates for Level 1, Level 2, and Level 3 technicians, with all overhead, profit, per diem, equipment charges, and miscellaneous expenses included in the hourly rates rather than submitted separately. Vendors may alternatively submit fixed-price quotes for specific services in initial job quotes. Consumables are to be incorporated into the hourly rates and cannot be submitted as supplemental rate sheets. The contact for inquiries is Jonathan McLester, CPPO, CPPB, Buyer at jmclester@ouc.com, with communication restricted to this designated buyer of record only. Addendum #5 was also noted as issued, though its specific contents were not detailed in this document.

In your Proposal submittal, you MUST note that all Addenda were received OR YOUR PROPOSAL MAY BE CONSIDERED NON- RESPONSIVE. If additional information is required regarding this RFP, please feel free to contact the buyer of record at jmclester@ouc.com.
QUESTIONS AND ANSWERS:
Q1 – As consumables vary tremendously based on a specific cope, are they to be included in the rates as well, or can a supplemental rate sheet for consumables be submitted with Attachment B?.
A1 – Per Attachment B and the main Specification: “All overhead, profit, per diem, equipment charges, and any other miscellaneous expenses shall be included in the hourly rate.”
Q2 – There are numerous NDE methods referenced within the scope of this RFP; however, the Attachment B references only rate templates for Level 1, Level 2, and Level 3. Do we submit an Attachment B for each method (i.e. a PAUT technician rate would be considerably higher than a liquid penetrant technician)?
A2 – In your example a NAUT (Non-Contact Air- Coupled Ultrasonic Testing) is specialized and is not something OUC should ever need. However, all Vendors can also offer a Fixed Price (FP) in the initial job quote. The Bid Specification lists the following NDE methods:
a. The Radiograph Test on 2” Schedule 80 Coupons.
Results required within 24 hours film (included).
Written documentation & Radiographs to follow. (Fixed Price FP?)
b. Radiograph Test on 6” Schedule 80 Coupons.
Results required within 24 hours film (included).
c. Radiographic Examination; Two (2) man crew Source Type: Ird. 192 or X-ray Machine Self-sufficient Portable Darkrooms are required For onsite developing (One ASNT Level II required).
d. Radiographic Examination; Two (2) man crew Source Type: Cobalt 60 Self-sufficient Portable Darkrooms are required for developing (One ASNT Level II required) per crew.
e. Film Size: 4 ½” x 10” Film Size: 4 ½” x 17” Film Size: Other than above
f. Liquid Penetration Inspection Color Contrast or Fluorescent Method

g. Magnetic Particle Inspection ASNT Level II required (See General Requirements D and E for electric service)
h. Visual Weld Inspection; Certified Welding Inspector (CWI). The rate can be a FP or Level 2
i. Ultrasonic Inspection; SNT Level II required
j. Eddy Current Inspection; ASNT Level II required
k. Metallurgical Examination. The rate can be FP
l. Infrared Inspection (Rate is Level 2 Technician)
m. Phased Array Inspection. This is Level 3 Technician.
Q3 – Are equipment rates to be included with labor rates for each level? Per Clarification 2 – equipment varies per crew/method.
A3 – See Answer to Question 1.
All other Terms and Conditions remain unchanged.
The Proposal due date and time for response to this RFP remains May 27, 2026 at 2:00 PM EST. Late responses will not be accepted.
