About this opportunity
The State of Michigan is requesting proposals for non-chloride liquid deicer for winter operations on bridge structures throughout the state under RFP 26-2420, with proposals due August 13, 2026 at 3:00 p.m. Eastern. Bidders must be certified authorized distributors of non-chloride liquid deicers — a mandatory minimum qualification. Questions are due August 4, 2026, with answers posted by August 6.
The product must meet specific composition requirements: a 59–64% aqueous corn carbohydrate derivative distillate solution with specific gravity of 1.14 to 1.17, pH of 5.5 to 8.5, and freeze point of −36°F. The product must be mercury-free and contain no PFAS or brominated flame retardants. Delivery is required within 10 business days of order receipt, or within 48 hours for emergency orders, to two locations: Blue Water Bridge in Port Huron (estimated 4,000 gallons annually) and Saginaw East Garage (estimated 25,000 gallons annually). The contractor must appoint two key personnel assigned to the State account, available within 24 hours for inquiries, and a Program Manager available during standard business hours who will attend State-requested meetings. Pricing is firm for 365 days from the effective date. Late or improper delivery triggers liquidated damages of $1,000 plus $500 per day.
The contract is effective September 3, 2026 through September 2, 2027, with up to four one-year renewal periods at State discretion. The State will award to the responsive and responsible bidder offering the best value based on pass/fail evaluation of five criteria: completion of the Confidential Treatment Form, acceptable vendor-question responses, complete Schedule A responses, complete Schedule B pricing, and agreement with standard contract terms. The State reserves the right to conduct on-site facility inspections, oral presentations, and reference checks. Bidders must maintain commercial general liability insurance of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million per accident, and workers' compensation per applicable law. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with individual files not exceeding 30 MB.
