About this opportunity
The Michigan Department of Transportation is requesting proposals for non-chloride liquid deicer under RFP 26-2286, with proposals due July 14, 2026 at 3:00 p.m. Eastern, and written questions due July 7, 2026. Bidders must be certified authorized distributors of non-chloride liquid deicers — a mandatory minimum requirement.
The scope requires delivery of non-chloride, non-corrosive ice control liquid composed of 59–64% aqueous corn carbohydrate derivative distillate solution with specific gravity between 1.14–1.17 and freeze point of −36°F, meeting strict concentration limits on phosphorus, cyanide, arsenic, copper, lead, mercury, chromium, cadmium, barium, selenium, and zinc. Products must be mercury-free and PFAS-free. Delivery locations are Blue Water Bridge in Port Huron, Michigan (estimated 4,000 gallons annually) and Saginaw East Garage in Saginaw, Michigan (estimated 25,000 gallons annually). The contractor must deliver within 10 business days of order receipt, or 48 hours for emergency orders, and must prioritize the State before other customers during extreme weather. A dedicated Program Manager available Monday through Friday, 8 a.m.–5 p.m. EST and two Key Personnel assigned to the State account with 24-hour response times are required.
The contract is effective August 6, 2026 and expires August 5, 2027, with up to four one-year renewal options at the State's sole discretion. Pricing is firm for 365 days from the effective date. The contractor must maintain Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000 per accident, and Workers Compensation with Employers Liability of $500,000 per accident, naming the State as additional insured.
Evaluation is pass/fail across five criteria: completion of the Confidential Treatment Form, Vendor Questions Worksheet, Schedule A (Statement of Work and Key Personnel), Schedule B (Pricing), and agreement with standard contract terms. The award goes to the responsive and responsible bidder offering best value. Proposals submitted in modifiable formats (Microsoft Word, Excel, Google Docs, or Sheets) through the SIGMA VSS system. Liquidated damages are $1,000 plus $500 per day for late or improper completion. Contracts valued at $250,000 or more require State Administrative Board approval.
