About this opportunity

The Massachusetts Department of Public Health Bureau of Community Health and Prevention is soliciting qualifications from parties with equal standing to the Better Oral Health for Massachusetts Coalition for a potential grant partnership to support oral health workforce activities, with submissions due July 15, 2026 at 4:00 PM.

This is a Notice to Interested Parties contingent on HRSA award of Grants to States to Support Oral Health Workforce Activities (HRSA-26-84). MDPH intends to partner with an organization to increase the number of practicing public health dental hygienists through training courses, technical assistance, and support for embedding community-based oral health programs within local health departments. The scope addresses oral health workforce needs in Dental Health Professional Shortage Areas by increasing oral health services, implementing evaluation strategies, and developing sustainable programs that enhance accessibility and quality of services.

The Better Oral Health for Massachusetts Coalition (BOHMAC), administered by the Massachusetts League of Community Health Centers, was selected as the incumbent partner based on its status as the only statewide oral health coalition in Massachusetts, existing knowledge and relationships with community-based oral health programs and public health dental hygienists, local boards of health partnerships, and prior grant collaboration experience with MDPH. BOHMAC's core competencies include increasing access to oral health services, developing public and industry awareness, strengthening the oral health workforce, and supporting statewide oral health surveillance systems.

The estimated annual contract value is approximately $75,000 for up to five years, contingent upon HRSA award receipt and subject to actual funding amounts at the time of award. Interested parties with equal qualifications to BOHMAC who wish to be considered for partnership should submit qualifications to Angela M. Verheyen at Angela.M.Verheyen@mass.gov.
