About this opportunity

The Massachusetts Department of Public Health, Bureau of Substance Addiction Services (BSAS) has issued a Notice of Intent (NOI_W27014) regarding an anticipated federal grant application to the Substance Abuse and Mental Health Services Administration (SAMHSA) for the Strategic Prevention Framework - Partnerships for Success for States (SPF-PFS) program, with inquiries from competing organizations due July 6, 2026 at 4:00 p.m.

BSAS has identified ADEPT Inc. (ADEPT Educational Institute Inc., formerly AdCare Educational Institute of New England) as the proposed partner for this grant application. Organizations with equal qualifications may submit competing expressions of interest and qualifications by the July 6 deadline to Ryan Naismith (Ryan.H.Naismith@mass.gov) with subject line "SPF-PFS-States-W27014."

The grant-funded initiative, called Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES), targets youth ages 5–14 to prevent, delay, and reduce substance use during critical developmental periods through community-based prevention services, strengthening of protective factors, and expansion of provider capacity to implement evidence-based prevention strategies.

ADEPT is positioned as the primary candidate based on 55 years of experience in workforce development spanning prevention, intervention, treatment, and recovery support services. The organization has demonstrated operational capacity through coordination of technical assistance and training under the SAMHSA Substance Use, Treatment, and Prevention Block Grant and a 50-year history of facilitating the New England Institute of Addiction and Prevention Studies Summer School in partnership with all New England State Alcohol and Drug Agencies. Grant recipients must provide capacity-building activities and technical assistance within the first three months of award; ADEPT's existing infrastructure and established Commonwealth relationships position it to meet this requirement.

No specific funding amount, contract term, or pricing is disclosed in this notice.
