About this file

This is a Notice of Intent (NOI) issued by the Massachusetts Department of Public Health, Bureau of Substance Addiction Services (BSAS) regarding an anticipated federal grant application to the Substance Abuse and Mental Health Services Administration (SAMHSA) for the Strategic Prevention Framework - Partnerships for Success for States (SPF-PFS) program. The grant aims to prevent and reduce substance use initiation and progression among youth by supporting community-based prevention services, strengthening protective factors, and expanding provider capacity to implement evidence-based prevention strategies. Specifically, BSAS intends to implement the Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES) initiative targeting youth ages 5-14 to prevent, delay, and reduce substance use during critical developmental periods. The NOI identifies ADEPT Inc. as the proposed partner organization for this grant application. Organizations with equal qualifications interested in being considered for partnership must submit qualifications and inquiries by July 6, 2026 at 4:00 PM to Ryan Naismith at Ryan.H.Naismith@mass.gov with the subject line "SPF-PFS-States-W27014."

ADEPT Educational Institute Inc., formerly known as AdCare Educational Institute of New England, is positioned as the primary partner due to its 55 years of experience in workforce development within prevention, intervention, treatment, and recovery support services. The organization has demonstrated capacity through its coordination of technical assistance and training supports under the SAMHSA Substance Use, Treatment, and Prevention Block Grant and its 50-year history of facilitating the New England Institute of Addiction and Prevention Studies Summer School in partnership with all New England State Alcohol and Drug Agencies. Grant recipients are required to provide capacity building activities and technical assistance within the first three months of award, and ADEPT's existing operational infrastructure and established relationships across Commonwealth communities position it to meet this requirement. No specific funding amounts, pricing terms, or contract terms are detailed in this notice of intent.
