About this opportunity
MassAbility of the Commonwealth of Massachusetts is announcing its intent to accept a best value offer from the Federation of Children with Special Needs (FCSN) under a Due Diligence Posting, with responses due November 13, 2026 at 4:00 PM EST through COMMBUYS. The notice names FCSN as the intended awardee, but other vendors may submit an abstract of no more than three pages explaining why they can provide comparable or better value.
The contract covers outreach, peer and family engagement activities, resource development, training, technical assistance, consultation, and capacity-building supports. The work aims to strengthen MassAbility staff and provider practices for individuals with disabilities who reached age 22 between March 10, 2020 and September 1, 2023 and were entitled to special education services, while expanding family-focused resources and awareness of MassAbility services. Winning vendors must submit Commonwealth Terms & Conditions, a W-9, and contractor authorization documents electronically through COMMBUYS upon award.
FCSN requests $300,000 to perform all specified services, funded through Chapter 102 of the Acts of 2021 from the 1599-2056 reserve for services to individuals with disabilities. The contract term is 10 months, from October 1, 2026 through June 30, 2027, with no renewal option.
MassAbility cites FCSN's standing as a Commonwealth leader in family advocacy for children's health and healthcare policy, its direct experience with the target population, its prior development of the training program "Maximizing Family Partnership for Successful Young Adult Employment Outcomes" for MassAbility staff, and its partnerships with students, families, providers, and education entities. After the posting deadline, MassAbility will decide whether to withdraw the notice, accept FCSN's offer, accept an offer from another qualified vendor, or accept multiple offers of similar value.
