About this file

This Notice of Intent is issued by MassAbility of the Commonwealth of Massachusetts announcing its intent to accept a best value offer to contract with the Federation of Children with Special Needs (FCSN) for outreach, peer and family engagement activities, resource development, training, technical assistance, consultation, and capacity-building supports. The contract aims to strengthen MassAbility staff and provider practices for individuals with disabilities who reached age 22 between March 10, 2020 and September 1, 2023 and were entitled to special education services, while expanding access to family-focused resources and increasing awareness of MassAbility services. The contract term is 10 months, from October 1, 2026 through June 30, 2027, with no renewal option. Interested vendors must submit responses by 4:00 PM EST on Friday, November 13, 2026, through the COMMBUYS online system, providing an abstract not to exceed three pages explaining why they can provide comparable or better value. All required standard forms, including Commonwealth Terms & Conditions, W-9 certification, and contractor authorization documents, must be submitted electronically via COMMBUYS upon award.

FCSN is requesting $300,000 to perform all specified services, funded through Chapter 102 of the Acts of 2021 directing funding from the 1599-2056 reserve for services to individuals with disabilities. FCSN was selected based on its status as a Commonwealth leader in family advocacy for children's health and healthcare policies, its direct experience with the target population, prior development of the training program "Maximizing Family Partnership for Successful Young Adult Employment Outcomes" for MassAbility staff, and its strong partnerships throughout Massachusetts with students, families, providers, and education entities. MassAbility is utilizing the Due Diligence Posting process rather than conducting a full procurement to ensure the process is open, fair, and competitive while securing best value for the Commonwealth. Following the posting deadline, MassAbility will determine whether to withdraw the notice, accept FCSN's offer, accept an offer from another qualified vendor, or accept multiple offers of similar value.

Due Diligence Posting of Notice of Intent to

ACCEPT A BEST VALUE OFFER

MASSABILITY (“MBY”) of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer, pursuant to the Commonwealth’s Due Diligence Posting policy, to contract for the following with FEDERATION OF CHILDREN WITH SPECIAL NEEDS (“Offeror”), pending the results of this Notice of Intent (“Notice”):

Description

Background: Chapter 102 of the Acts of 2021 contained language directing funding from the 1599-2056 reserve to be used for services for individuals with disabilities that reached age 22 between March 10, 2020 and September 1, 2023 and were entitled to special education services up to age 22. Consistent with the ISA between MBY and ANF directing funds to MBY to carry out appropriate initiatives, MBY will use $300,000 of the funding to identify individuals within the targeted demographic specified under the Acts who are known to MBY or MBY providers, for engagement in available and appropriate MBY programing. To do so, MBY will require an increase its capacity to effectively engage, support, and partner with families and other natural supports of youth and young adults participation in vocational rehabilitation and Transitional Services.

Proposed Contracts: The Federation of Children with Special Needs (FCSN), will be responsible for outreach, peer and family engagement activities, resource development, training, technical assistance, consultation, and other-capacity building supports intended to strengthen MassAbility staff and provider practices for the targeted population; expand access to family-focused resources and supports; increase awareness of MassAbility services; and support successful vocational outcomes for the targeted population.

Duration and Amounts: The proposed Contract is for a 10-month period from October 1, 2026-June 30, 2027, with no option to renew. FCSN is requesting $300,000 to perform all services specified herein.

Reasons for Vendor’s Selection: Federation of Children with Special Needs (FCSN) is uniquely qualified to do this work. Within the Commonwealth, FCSN is a leader in families’ advocacy for the health of their children, and for healthcare policies and practices that embrace family engagement. FCSN has direct experience working with the target population and understands the unique challenges and barriers children with special needs and their families must face and overcome. From a prior procurement, FCSN developed the training program, Maximizing Family Partnership for Successful Young Adult Employment Outcomes, specifically for MBY staff. With content expertise and strong partnerships throughout the Commonwealth with students, families, providers, education entities, FCSN is prepared to immediately implement services upon award.

Posting MassAbility is posting this Notice rather than conducting a full procurement because MassAbility believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.

Determination of Other Interested Vendors The intent of this posting is to determine if there are any other interested and qualified vendors. Any such vendors must submit an abstract, not to exceed three (3) pages explaining why they can provide a comparable or better offer.
