About this opportunity
The Massachusetts Trial Court Specialty Court Department is accepting best-value offers for clinician provider services for the Western Massachusetts Veterans Treatment Court, with submissions due by 3:00 p.m. Eastern Time on July 29, 2026. This is a Notice of Intent to Award to We Soldier On, Inc., following a competitive bid process that did not adequately address veterans services in Western Massachusetts; competing vendors may submit documentation demonstrating comparable or superior qualifications.
The contract requires 0.3 FTE (11.25 hours weekly) of Ph.D.-level psychologist services at $79.26 per hour for screening, assessment, and bridge counseling to new referrals and court participants, and 0.5 FTE (18.75 hours weekly) of Justice Outreach Director services at $61.79 per hour to deliver evidence-based group therapy, individual behavioral health support, court attendance, transportation coordination, and liaison services to transitional housing. The provider must maintain regular clinical supervision with documentation, comply with HIPAA and state confidentiality and security requirements, carry professional liability and comprehensive general liability insurance, and obtain courthouse identification credentials.
The initial contract term runs from July 1, 2026, through June 30, 2027, with renewal options coterminous with the related Specialty Courts Clinician Providers RFP (BD-26-1107-SPEC-SPEC-121417), which provides for an initial 18-month duration and two additional two-year renewal options for a maximum total contract duration of 66 months. Monthly invoices are due by the 15th of the following month with detailed hours and supporting time records. The provider must meet quarterly with the Specialty Courts Department. All submissions must be made online through COMMBUYS and must include acknowledgment of Commonwealth Terms and Conditions and Standard Contract Forms.
