About this opportunity
The Nevada Department of Human Services, Division of Child and Family Services is soliciting applications through a Notice of Funding Opportunity (NOFO) for the Fund to Assist Former Foster Youth (FAFFY) program for State Fiscal Years 2027 and 2028. This is a grant-based procurement seeking applications from community-based organizations, nonprofits, and local or tribal governments to provide comprehensive services to former foster youth who have aged out of Nevada's foster care system. Eligible services include skills training for daily living, career exploration, job training and placement, high school diploma assistance, post-secondary education preparation, substance abuse prevention, health activities, mentorship, resource navigation, interpersonal skills development, housing assistance, and medical insurance support. Applications will be evaluated on a maximum of 170 possible points through a technical review and scoring process conducted during May 2026. The performance period for awarded contracts runs from July 1, 2026 through June 30, 2028, with award announcements expected in mid-June 2026. A Question-and-Answer session is open from March 31, 2026 through April 13, 2026, with responses posted by April 17, 2026. The application deadline is May 8, 2026 at 5:00 PM PST, with submissions required through an online Qualtrics form.
Eligibility restrictions apply based on geographic service area: child-welfare agencies are required for applications serving Clark and Washoe counties, while nonprofits and community-based organizations may apply for rural region funding in the Balance of State/Rural Counties. Current subrecipients are not guaranteed continued funding under this solicitation. No match funding is required from applicants. Total available funding is $640,000 for SFY 2027 and $640,000 for SFY 2028, distributed geographically with Clark County receiving 70 percent ($448,000), Washoe County receiving 20 percent ($128,000), and the Balance of State/Rural Counties receiving 10 percent ($64,000). Subrecipients must comply with stringent operational requirements including ensuring that at least 90 percent of disbursed funds support direct services with the remaining 10 percent allowable for administrative purposes, monthly financial reporting due by the 15th of each month, quarterly performance reports, federal time and effort documentation, subrecipient monitoring, confidentiality and background check requirements, and coordination with state and local child welfare agencies. All expenses must be based on actual time worked and cost-allocated accordingly, with budgeted allocations prohibited.
