About this opportunity

The University of North Carolina at Charlotte is seeking to procure a 400 MHz Nuclear Magnetic Resonance (NMR) Spectrometer for its Chemistry department through an Invitation for Bid (IFB) issued on April 8, 2025. The solicitation requires a comprehensive NMR system with specific technical specifications, including a 9.4 Tesla shielded magnet, fully unlocked spectrometer, multiple probe options, vibration dampening legs, autotuning capabilities, an autosampler, and startup cryogens. Chemistry researchers need the equipment to study drug analogues, sensing compounds, and electronic transitions using various deuterated lock solvents like toluene, tetrahydrofuran, dichloromethane, and deuterated dichlorobenzene. The bid submission deadline is April 18, 2025, at 2:00 PM ET, with anticipated delivery and installation scheduled for September or October 2025. The procurement will be awarded to a single vendor based on the lowest responsive bid meeting all specified technical requirements, with the evaluation focusing on vendor compliance, technical capabilities, and overall bid responsiveness.

The solicitation encourages participation from Historically Underutilized Businesses (HUB), with a goal of 10% utilization of diverse firms as 1st or 2nd tier subcontractors. Vendors must be authorized resellers, provide three professional references, and certify their financial stability. The payment structure is designed to be vendor-friendly, with 50% of the total cost payable upon purchase order issuance, 40% upon delivery, and the final 10% after successful installation and acceptance. While a specific budget range is not explicitly stated, the comprehensive nature of the required NMR Spectrometer system suggests a significant capital investment. Vendors must also demonstrate compliance with North Carolina state procurement regulations and potential federal grant requirements. The procurement aims to support advanced research capabilities by acquiring a high-performance scientific instrument that meets the complex analytical needs of the university's chemistry research programs.

Opportunity text

The intent of this solicitation is to purchase an NMR Spectrometer - 400MHz that can be triple tuned to proton, fluorine and X nuclei. Chemistry researchers routinely use a broad range of deuterated lock solvents, including but not limited to, toluene, tetrahydrofuran, and dichloromethane. Researchers must be able to study the interaction of drug analogues and sensing compounds. They must also be able to utilize atypical solvents, such as deuterated dichlorobenzene, to study electronic transitions in their samples.
