About this opportunity
The City of Oshkosh, Wisconsin is issuing a Request for Proposals (RFP) to select a Master Builder to develop nine infill housing lots at the former Washington School site. The procurement seeks qualified developers to construct new single-family workforce housing designed to serve families earning between 80% to 120% of the City Median Income, with home/lot package prices ranging from approximately $200,641 to $347,290 for a four-person household. The Master Builder must purchase each of the nine lots at $35,000 per lot and assumes complete responsibility for home construction, permitting, erosion control, site preparation, private utilities, driveways, landscaping, and buyer identification and verification. All homes must comply with the City's House Design Book specifications and be constructed as either 1.5-story or 2-story designs. The City has completed site preparation including demolition, environmental remediation, utility installation (sanitary sewer and water laterals), and stormwater controls. Key deadlines include submission of written questions by May 22, 2026, with answers released by May 27, 2026; proposal submission by June 5, 2026, at 4:30 PM; optional interviews and presentations from June 8-12, 2026; and final Master Builder selection by June 12, 2026. The Development Agreement is expected to be executed by June 26, 2026, with construction completion required within two years of agreement execution.
The RFP does not specify set-aside designations or restrictions limiting proposals to particular organization types or disadvantaged enterprises based on the available documentation. There are no identified incumbent vendors or current contractors associated with this development opportunity. The Master Builder must locate and verify eligible buyers who are current City of Oshkosh residents and ensure compliance with a mandatory five-year owner-occupancy requirement, with penalty and recoupment provisions included in the Development Agreement if affordability goals are not met. The total potential award value, based on nine lots at $35,000 per lot, equals $315,000 for lot purchases alone, with total contract value dependent on home construction pricing and the number of homes successfully completed. The City reserves the right to select multiple Master Builders, reject all proposals, or re-issue the RFP if acceptable agreements cannot be negotiated.
Opportunity text
In 2024, the City bought the former Washington School site from Oshkosh Area School District (OASD). After environmental investigations and remediation, the City demolished Washington School in 2025. In 2025, the City platted the site into 18 lots as shown in Attachment A, with nine (9) lots to go to Habitat for Humanity Oshkosh. The City has issued this Master Builder RFP for remaining nine (9) lots in the Washington School Plat. The proposed Master Builder Lots are highlighted on Attachment 3. In the fall of 2025, the City installed sanitary sewer and water laterals for each lot to a location behind the sidewalk. As part of the utility work, the City also installed stormwater controls in the front and rear yards of the lots as required by the stormwater management plan. These storm water controls are private and will be maintained by the subdivision as a whole. The lots are prepared for home construction.
