About this opportunity
The City of Hayward, California, is soliciting competitive proposals from professional services consultants to develop a comprehensive Nighttime Safety Enhancement Plan designed to analyze and improve the city's streetlight system to increase nighttime traffic safety, reduce crashes, and support the municipality's Vision Zero goal of eliminating roadway fatalities and severe injuries by 2050. The scope of work encompasses seven primary tasks: project management, assessment of existing lighting conditions, determination of target illumination levels for residential areas, arterial/collector streets, and commercial corridors with emphasis on high pedestrian and bicycle corridors, public outreach and engagement, coordination with a technical advisory committee, development of short- and long-term capital improvement alternatives, and preparation of draft and final plans with greenhouse gas emission reduction estimates related to LED conversion and increased active transportation mode share. Deliverables must be completed by June 30, 2028, with the successful consultant responsible for maintaining comprehensive insurance coverage including professional liability insurance of not less than one million dollars. Proposals will be evaluated based on four criteria: Project Management & Team Leads (20 points), Project Understanding & Approach (30 points), Work Plan & Fee (30 points), and Qualifications of Firm/Team (20 points). Critical deadlines include a mandatory pre-bid meeting on March 11, 2026, at 11:00 am via Microsoft Teams, a question submission deadline of March 13, 2026, at 4:00 pm with responses due by March 20, 2026, and electronic proposal submissions due by April 2, 2026, at 4:00 pm, with potential interviews scheduled for April 8, 2026, and City Council recommendation on May 5, 2026.
Bidders must comply with nondiscriminatory affirmative action certification requirements and equal employment opportunity mandates, with contractors submitting apparent low bids and their subcontractors exceeding $10,000 required to furnish detailed employment practices information and potential attendance at compliance conferences. All proposals must include a Non-Collusion Affidavit certifying the bid's independence and authenticity, compliance with City of Hayward Ordinance No. 87024 C.S. regarding non-involvement in nuclear weapons development or production, and conformance with prevailing wage standards and all applicable federal, state, and local laws. The City of Hayward currently maintains GIS data on over 8,000 streetlights, with approximately 80 percent already converted to LED fixtures and 1,700 remaining to be converted, and the successful consultant must integrate with this existing infrastructure and data systems. The project is funded through a Caltrans FY 2025-2026 Sustainable Transportation Planning Grant; however, the RFP does not specify a project budget ceiling, requiring proposers to submit pricing on a "not to exceed" basis subject to negotiation prior to contract execution. The City reserves the right to select a consultant based on written proposals alone without interviews, reject any or all proposals, split awards among multiple proposers, or cancel the RFP at its discretion, with the successful consultant required to execute the Professional Services Agreement and submit performance bonds and certificates of insurance within 14 working days of contract receipt.
