About this opportunity
The Board of Regents of the University of Minnesota is soliciting design-build lump sum proposals under RFP #01-000-25-3505 for targeted exterior window remediation on the West Elevation of Nils Hasselmo Hall, with questions due November 2, 2026 at noon and proposals due November 9, 2026 at 2:00 p.m. No set-aside or preference program is stated. Responsible contractor verification under Minnesota Statutes Section 16C.285 is a pass/fail requirement, alongside the RFP cover page. Respondents must submit a first-tier subcontractor list with compliance certifications from all subcontractors, and the contractor must comply with prevailing wage rates.
The scope covers 12 ground-level punched windows and 12 Level 7 curtainwall vision glass openings. Work includes glazing replacement and spandrel glass replacement, with existing spandrel insulation left in place. Existing aluminum frames remain, pressure plates are replaced with snap covers, and all exterior gaskets and tapes are replaced. The contractor must remove and salvage precast stone or granite as needed to reach concealed sealant joints, salvage and reinstall interior solid surface sills and shades, and review, clean, and reseal internal zone dams and primary sealant joints. The contractor must also obtain all permits and governmental fees and carry acceptable insurance and payment and performance bonds. A 10-year system warranty must be issued jointly with the installer and sealant manufacturer. The contractor bears full financial liability for independent performance testing and retesting if initial tests fail. The limited survey detected no asbestos-containing materials, but standard dust containment controls are required during masonry and sealant removal.
The total construction budget is $360,000 in current dollars with no escalation. The selected contractor must provide a fixed lump sum price covering all design, construction, overhead, and profit. The contract is governed by the University's Construction Agreement OGC-SC900 incorporating AIA A201-2017 General Conditions as modified January 1, 2026. Substantial completion is required by May 28, 2027. Work is performed at the building's west elevation on the Twin Cities campus east bank in Hennepin County.
Evaluation weights are team qualifications (30 points), cost (30 points), project approach and work plan (25 points), project schedule (10 points), and safety (5 points).
A non-mandatory pre-proposal meeting was scheduled for October 28, 2026 at 11:30 a.m. at the building's loading dock. The University anticipates identifying a selected respondent by November 19, 2026 and issuing authorization to proceed by November 25, 2026.
