About this opportunity
The Hawaii Department of Transportation Highways Division is requesting bids on Federal-Aid Project NH-093-1(035), the Farrington Highway widening project on Oahu, with proposals due October 27, 2026 at 2:00 p.m. HST. Bidders must hold a valid State of Hawaii General Engineering "A" license prior to contract award — the core eligibility requirement.
The scope encompasses auxiliary lane development along Farrington Highway from Mile Post 6.39 to Mile Post 5.06 in the Nanakuli District. Work includes excavation, cold-planing, paving, striping, signage, drainage structure modifications, curb ramps, sidewalks, traffic signal installation and interconnection, utility relocation, erosion and sediment control, retaining walls, and demolition across multiple construction phases affecting Mohihi Street, Auyong Road/Homestead Road, Lualualei Naval Road, Nanaikeola Street, and Helelua Street. The design accommodates Average Daily Traffic of 32,000 (2024) and 33,800 (2045) at a 45 mph design speed.
The estimated construction cost is between $35 million and $37 million. The prime contractor must perform at least 30 percent of the total original contract price with its own organization, excluding designated specialty items.
This is a federal-aid highway construction contract subject to Davis-Bacon wage requirements, Equal Employment Opportunity regulations, and the Contract Work Hours and Safety Standards Act. HDOT has suspended race-conscious DBE measures including contract goals and counting of DBE participation pending completion of DBE certification reevaluation. The project is subject to federal nondiscrimination provisions and Hawaii campaign contribution restrictions under HRS Chapter 103D.
A virtual pre-bid conference is scheduled for September 22, 2026 at 9:00 a.m. HST; interested bidders must contact Project Manager Evan Kimoto at evan.kimoto@hawaii.gov no later than five working days prior to receive the meeting invitation. RFI questions and substitution requests are due October 6, 2026 at 2:00 p.m. HST through the HIePRO online system. Bidders must submit proposals through HIePRO by the October 27 deadline.
