About this file
This is a final plans document prepared by the Hawaii Department of Transportation Highways Division for Federal-Aid Project NH-093-1(035), a Farrington Highway widening project located in the District of Nanakuli on the Island of Oahu. The project encompasses the development of auxiliary lanes to improve safety at various intersections along Farrington Highway, with work extending from Route 93, Mile Post 6.39 (Station 100+52.91) to Mile Post 5.06 (Station 168+76.25). The scope of work includes excavation, cold-planing, paving, striping, signage, drainage structure modifications, curb ramps, sidewalks, traffic signal installation and interconnection, utility relocation, erosion and sediment control measures, and demolition activities. The comprehensive plan set consists of 237 sheets organized into standard plan summaries, general notes and abbreviations, utility notes, roadway plans, traffic signal plans and interconnect plans, signing and pavement marking plans, typical sections, demolition plans, spot elevation plans, curb ramp and sidewalk details, drainage plans, structural notes and details, electrical plans, railroad relocation details, construction phasing plans, and traffic control and detour plans. Design specifications indicate an Average Daily Traffic (ADT) of 32,000 in 2024 and 33,800 in 2045, with a design speed of 45 mph and peak hour volume of 11 to 14 vehicles.
The project is segmented into multiple construction phases affecting Mohihi Street, Auyong Road/Homestead Road, Lualualei Naval Road, Nanaikeola Street, and Helelua Street, with detailed phasing plans, detour plans, and traffic control measures included for each segment. Construction area speed limits are established at 25 mph with $250 fines under Hawaii Revised Statutes 291C-104, with posted limits of 30 to 35 mph in surrounding areas. The plans incorporate comprehensive drainage improvements, utility coordination across multiple infrastructure systems, erosion and sediment control best management practices, and accessibility features including curb ramps and sidewalk accommodations. This federal-aid project represents a significant infrastructure improvement initiative designed to enhance traffic flow and safety through the Nanakuli district while maintaining compliance with federal highway standards and environmental protection requirements.
