About this opportunity
The City of Scranton Fire Department is seeking proposals for annual NFPA 1582 medical screenings for its firefighters, targeting approximately 139 full-time personnel with mandatory annual fit-for-duty physicals. The comprehensive medical screening must adhere to NFPA 1582 Standard, encompassing detailed medical evaluations including medical history, physical examination, blood tests, urinalysis, vision tests, audiograms, spirometry, occupational fitness evaluation, chest x-ray, ECG, cancer screening, and immunizations. Proposals are due on October 6, 2022, at 10:00 am, submitted through the City's e-Procurement Portal, with all technical questions and clarification requests required to be submitted via the portal's Q&A function by September 30, 2022, at 4:00 pm. The contract will cover three years of service, with the first year to be completed by the end of 2022 or beginning of 2023, and subsequent annual evaluations scheduled in January or February for 2024 and 2025. Evaluation criteria will assess proposal completeness, responsiveness, professional qualifications, work plan, and project fees, with a total possible score of 100 points. Respondents must register on the e-Procurement Portal, submit a certificate of insurance, signed affirmative action, non-segregated facilities, non-collusion affidavits, and contractor disclosure.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The selected vendor must provide all medical screening equipment and materials, with the City providing a screening location at no cost. Physicians performing the screenings must be licensed in Pennsylvania, possess familiarity with the fire profession, and demonstrate knowledge of occupational hazards and common firefighter-related diseases. The proposal requires vendors to detail their daily screening capacity, blood sample collection procedures, scheduling methods, and include comprehensive information about medical professionals' qualifications, experience, and references. While a specific budget range is not disclosed, proposals must include a cost per member for baseline services and optional services on a per-member basis. Upon completion of screenings, the vendor must submit a HIPAA-compliant statistical detailed analysis report that protects individual firefighter identities. Vendors encountering technical difficulties with the e-Procurement Portal can contact OpenGov's support team via real-time chat or email at support@procurenow.com.
