About this opportunity
The State of Delaware Department of Health and Social Services, Division of Public Health, is issuing a Request for Proposals for professional services to support the Newborn Hearing Screening Data Collection program. The procurement seeks a vendor to maintain and enhance the existing e-screener plus (eSP) information management system to receive, collect, and manage initial and follow-up hearing screening data, diagnostic auditory assessment data, and Early Intervention services data from seven birth facilities, midwives, and the Nemours Children's Health Audiology Department. Key deliverables include providing a web-based portal for authorized healthcare providers to access hearing health data, supporting bidirectional HL7 format data exchange, producing CDC aggregate reports and patient-level exports, generating alert functionality to track missing data at state and facility levels, and creating task management capabilities. Required qualifications include demonstrated experience with similar information management systems, healthcare data integration, and the ability to recruit and train qualified staff. The evaluation criteria weight vendor qualifications and experience at 25 points, methodology proposed at 25 points, responses to scope of services at 20 points, ability to recruit and train qualified staff at 15 points, and proposed costs at 15 points. Important dates include a deadline for questions on April 3, 2026, a non-mandatory pre-bid meeting on April 15, 2026, responses to questions posted by May 1, 2026, and a proposal deadline of May 26, 2026, at 1:00 PM EDT. The estimated award notification date is July 1, 2026, with an estimated project start date of January 1, 2027.
The contract term is one year with four optional one-year extensions, and pricing must remain fixed and binding through December 31, 2029. While the RFP documentation does not specify set-aside designations for disadvantaged enterprises, vendors must disclose diverse vendor certifications at state and federal levels and submit quarterly subcontracting reports identifying diversity supplier participation. The vendor must maintain appropriate insurance coverage including Commercial General Liability of $1,000,000 per occurrence/$3,000,000 aggregate and either Medical/Professional Liability, Miscellaneous Errors and Omissions, or Product Liability of $1,000,000 per occurrence/$3,000,000 aggregate. The existing eSP system currently receives hearing screening results reported by birth facilities throughout the state, requiring the selected vendor to integrate with and enhance this established infrastructure. Subcontracting is not permitted unless specifically identified and approved by the State. The RFP does not indicate a specific budget range or award value; however, vendors are required to submit itemized costs based on specifications provided in Appendix B, with invoices to be paid within 30 days of receipt via Automated Clearing House or Purchase Card.

Scope of Work/Bidders Requirements: All components listed in Appendix B are mandatory. The mission of the Division of Public Health is to protect and enhance the health of the people of Delaware. The Division accomplishes its mission by: • working together with others; • addressing issues that affect the health of Delawareans; • keeping track of the State's health; • promoting positive lifestyles; • responding to critical health issues and disasters; • promoting the availability of health services. The accomplishment of this mission will facilitate the Division in realizing its vision of creating an environment in which people in Delaware can reach their full potential for a healthy life. Newborn Hearing screening is an essential public health activity focused on screening every newborn for hearing loss. The Hearing Screening test is a screening of the newborn baby's ability to hear. Newborn screening of hearing is primarily done with automated auditory brainstem response (ABR) tests or, less often, with what are called otoacoustic emission (OAE). Screening is not diagnostic, and newborns identified as possibly having a hearing loss will require diagnostic testing to confirm a hearing loss. Effective newborn hearing screening provides the infrastructure for universal access and follow-up for affected newborns whose lives and health may be at risk. A complete system for screening comprises six parts: hearing screening testing, follow-up, diagnosis, intervention and/or management, evaluation, and education. Parents/legal guardians, all health care providers, and the newborn hearing screening program involved in the care of the newborn should collaborate to ensure that the system functions effectively to provide maximum benefit. Delaware's newborn hearing screening program began in 2005. Every infant born in the state is required to have a hearing screening. Currently, birth facilities throughout the state report hearing screening results utilizing OZ Systems. Once the Newborn Hearing Screening program receives results, the program utilizes the OZ system to follow up and manage all infants identified with a possible hearing loss and those diagnosed with a hearing loss. B. Project Goals The overarching goal is to ensure every newborn in the state of Delaware receives a hearing screening test and that timely and appropriate follow up of all newborns identified as possibly having hearing loss or identified has not received the hearing screening test. Please refer to Appendix B for additional details/requirements for the Scope of Services.
