About this opportunity
The City of Philadelphia is soliciting quotes for a new sign for the entrance to the Horticultural Center under a micro purchase with a quote deadline of June 15, 2026. The procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder on a requirements-contract basis.
Sellers must quote all line items to be eligible for award and shall not deliver or provide services until notified by the department. The total quote amount shall not exceed $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest thousand dollars. The contract term is 365 days from the effective date specified in PHLContracts, with no contract term exceeding 365 days.
All quotes must be electronically submitted through PHLContracts and must remain valid for 60 days from submission or throughout the entire contract term for requirements contracts. Delivery terms are FOB Destination Point, with payment made only following delivery, City approval, and submission of invoices with supporting documentation. All prices must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Vendors must submit an executed Consent and Authorization Agreement prior to bid closing, either attached to their vendor profile during registration or as an attachment to the first quote. Failure to submit this agreement results in a non-responsive quote. Sellers must maintain workers' compensation insurance at statutory limits and general liability insurance of at least $500,000 per occurrence. Submission of an optional LGBTQ Applicant Data Form is available to identify business ownership and certification status, including LGBTBE, ESMDC, PAUCP, Disability:IN, or WBENC certifications.
