About this opportunity
The Wyoming Department of Administration and Information, Purchasing Section, on behalf of Wyoming State Parks & Cultural Resources, is requesting bids for four new snowmobiles (Polaris Pro RMK or Ski-Doo Summit, 600–650cc) under Bid Number 0031-N, with bids due August 21, 2026 at 2:00 p.m. MT and questions due August 14, 2026 at 2:00 p.m. MT. A resident preference under W.S. 9-2-3204(b)(iv)(G) applies; resident certification numbers must be obtained by the bid due date. Foreign corporations must obtain a certificate of authority from the Wyoming Secretary of State prior to bid submission.
The scope specifies new model-year snowmobiles with zero miles, 146" to 155" track length, and required options including a tether, ice scratchers, spare belt, spare set of spark plugs, and cover. Delivery is to 125 Sunflower Street, Lander, Wyoming 82520. The Wyoming Trails Program justifies brand and model specification based on operational necessity: the program operates during short seasonal windows where equipment downtime is costly; standardization reduces parts inventory complexity, maintenance tool requirements, and staff expertise needs; and previous attempts to procure lower-cost alternatives resulted in specification non-compliance with total correction costs exceeding initial savings. The Trails Program is self-funded through motorized trail user fees and remains open to manufacturer demonstrations prior to formal solicitation.
Bidders must include delivery fees and title/titling fees in quoted prices, submitted on a per-unit and total-cost basis. Upon award, the successful vendor must provide Wyoming Certificates of Title and two copies of itemized invoices or factory line setting tickets. Payment is made within forty-five days after invoice submission and delivery, contingent on receipt of all required documentation. Transportation charges must be prepaid. All submissions must be uploaded completely through the Public Purchase online bidding system; incomplete uploads by the deadline will be deemed non-responsive and eliminated. All documents must be in PDF, Excel, or Microsoft Office format.
