About this opportunity
Colorado Parks and Wildlife, a division of the Colorado Department of Natural Resources, is soliciting Documented Quotations for the design, furnishing, and installation of a pre-engineered metal building at the Bellvue State Wildlife Area in Larimer County under Project No. S26WAQ-10330. An optional pre-bid conference is set for November 10, 2026 at 10:00 a.m. at the project site, and bids open November 19, 2026 at 1:30 p.m.
Service Disabled Veteran Owned Small Business bidders may claim a 5% bid preference if certified through the U.S. Department of Veterans Affairs, and SDVOSB certifications are submitted if applicable. This is a preference, not a set-aside. Award goes to the low acceptable quote, provided total cost is within available funds.
The building is approximately 40 feet by 55 feet. Five base bid items are priced: mobilization (lump sum), the complete PEMB structure (lump sum), compacted Class 6 aggregate base course (244 tons), reinforced concrete foundation (10 cubic yards), and earthwork (lump sum). Bidders must submit completed bid schedules and Contractor's Qualifications and References statements. The successful bidder must be registered with the Colorado Secretary of State and provide a Certificate of Good Standing. Required insurance includes workers' compensation, commercial general liability, automobile liability, and pollution liability with $1 million limits, plus Builder's Risk Insurance for the total project value. Performance and labor and material payment bonds equal 100 percent of the contract amount are required. Contractors must comply with all state and local building codes. For projects exceeding $150,000, a formal contract incorporating Colorado Special Provisions is required.
The contract term is 90 calendar days from the Notice to Proceed, anticipated December 10, 2026, with substantial completion targeted March 10, 2027. Liquidated damages are $233.81 per day for work not completed within the contract period. The tentative Notice of Award is November 23, 2026, and written questions are due November 13, 2026. Certificates of insurance are due within 10 calendar days of the Notice of Award, and the signed contract is due within the same window or the bid bond is forfeited. The State of Colorado is exempt from sales tax, and contractors obtain exemption numbers from the Colorado Department of Revenue.
