About this opportunity

The Town of Groton, Connecticut, through its Public Works Department, is procuring the installation of a new office door on the third floor of Town Hall in the Finance office via Invitation to Bid (ITB) 26-09. The project requires the installation of a single interior office door constructed of paint-grade solid wood (1-3/8 inches thick with flat panel design) with Douglas Fir-Hemlock No. 2 grade and premium grade White Pine trim, installed in accordance with manufacturer's instructions and NWWDA requirements. Bids must be submitted as a total lump sum base bid that includes all shipping, handling, insurance, delivery charges, and materials necessary for complete installation with Free On Board Destination terms. Bidders must provide references with names and phone numbers, and award will be based on the lowest responsive bidder considering performance review, warranties, installation costs, and vendor qualifications. The Request for Information deadline was October 21, 2025, with sealed bids due to Karl Klein, Purchasing Agent, at 45 Fort Hill Road, Groton, Connecticut by 2:30 P.M. on October 28, 2025, at which time bids will be publicly opened and read aloud. Prospective bidders must complete the bid form and company information sheet and acknowledge receipt of both Addendum #1 (issued October 20, 2025) and Addendum #2 (issued October 28, 2025) to avoid disqualification. All bidders must maintain General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory limits, with bids remaining binding for 90 days following the bid opening date.

All vendors are eligible to respond to this solicitation with no specific set-asides or disadvantaged enterprise restrictions noted in the bid documents. However, the Town of Groton offers local vendor preference, allowing a qualified local vendor whose bid is within 5% of the lowest bid to match that price and receive the award, provided they are not delinquent on Town taxes or fees; all bidders must certify they are not delinquent on any Town property taxes or fees. Bidders not located in Groton may enter "Not Applicable" on the Local Vendor Registration form, and vendors should provide a list of contractor plant locations as requested in the bid documents. No bid bond or performance bond is required, as both are specified at 0%. Payment will be made within thirty days of acceptance, defined as 100% delivery of satisfactory merchandise. The estimated total contract value has not been disclosed in the solicitation documentation, and the Town reserves the right to award to multiple vendors or reject any and all bids.
